Job Description

Parsons is looking for an amazingly talented Third Party Agreement Manager (Procurement Lead) to join our team! In this role you will get to

overseeing the negotiation, execution, and management of third-party agreements and procurement activities.

This individual will ensure that the organization secures the best possible contracts while mitigating risks and ensuring compliance with all legal and regulatory standards. The successful candidate will demonstrate strong leadership, contract negotiation, and vendor management skills, with the ability to improve procurement strategies and deliver value to the organization.

What You'll Be Doing

  • Lead the negotiation, drafting, and management of third-party agreements, including vendor contracts, service level agreements (SLAs), and procurement contracts.
  • Ensure that all third-party agreements are aligned with the organization’s procurement policies, business goals, and compliance requirements.
  • Review and approve contract terms and conditions, ensuring they protect the organization’s interests while fostering strong supplier relationships.
  • Develop and execute procurement strategies for third-party agreements, ensuring cost-effectiveness, timely delivery, and quality standards.
  • Lead the procurement process for sourcing goods, services, and contractors, including identifying potential vendors, evaluating bids, and awarding contracts.
  • Work closely with internal departments to understand their procurement needs and ensure procurement strategies meet operational goals.
  • Cultivate and maintain strong relationships with key third-party suppliers, contractors, and service providers to ensure smooth collaboration and problem-solving.
  • Manage performance of third-party vendors and monitor compliance with contract terms, timelines, and quality standards.
  • Act as the primary point of contact for third-party vendors and address any issues or concerns related to procurement contracts or agreements.
  • Lead negotiations with vendors to achieve the best terms and pricing for the organization while ensuring legal and compliance requirements are met.
  • Ensure that all third-party agreements are fully compliant with applicable laws, regulations, and industry standards.
  • Work with legal and risk management teams to review contracts, manage potential risks, and develop mitigation plans.
  • Identify and assess potential risks related to third-party agreements and procurement activities.
  • Develop and implement risk mitigation strategies to reduce operational and financial risks associated with third-party vendors.
  • Address and resolve any disputes or issues that arise during the life cycle of the agreement in collaboration with relevant stakeholders.
  • Monitor the execution and performance of third-party agreements, tracking key metrics such as delivery times, cost performance, and vendor compliance.
  • Provide regular updates and reports to senior management regarding procurement activities, contract status, vendor performance, and any issues that may arise.
  • Ensure timely reporting of any discrepancies or performance issues with vendors, ensuring corrective actions are taken.
  • Identify opportunities to improve procurement processes, contract management systems, and vendor management practices.
  • Recommend and implement improvements to streamline third-party agreement processes and enhance overall procurement efficiency.
  • Stay up-to-date with industry trends, best practices, and legal requirements related to procurement and contract management.
  • Lead and mentor the procurement team, providing guidance on best practices, contract management, and vendor relationship management.
  • Ensure the team is trained in procurement policies, negotiation tactics, and contract management tools.
  • Foster a collaborative environment that encourages continuous learning and development within the team.


What Required Skills You'll Bring

  • Bachelor’s degree in Procurement, Business Administration, Law, or a related field. A Master’s degree or professional certifications (e.g., CIPS, PMP, or similar) would be advantageous.
  • Minimum of 8-10 years of experience in procurement, contract management, or vendor relations, with at least 4-5 years in a leadership role.
  • Proven experience negotiating and managing third-party agreements, including vendor contracts, SLAs, and procurement agreements.
  • Strong background in procurement strategy development and vendor performance management.
  • In-depth knowledge of procurement processes, contract law, and risk management practices.
  • Strong negotiation, communication, and problem-solving skills.
  • Ability to analyze contracts, assess vendor performance, and resolve conflicts effectively.
  • Proficiency in contract management software and procurement tools.
  • Strong attention to detail and ability to manage multiple contracts and vendors simultaneously.
  • Understanding of compliance and regulatory frameworks related to procurement.
  • Professional certifications such as Chartered Institute of Procurement & Supply (CIPS), Project Management Professional (PMP), or similar.
  • Experience in managing procurement activities for large-scale infrastructure projects or within the aviation industry (if applicable).
  • Familiarity with procurement software and systems (e.g., SAP, Oracle).
  • Knowledge of industry standards and regulations related to procurement and contract management.
