Job Summary: The HSEW Director – Project Delivery is responsible for overseeing Health, Safety, Environment, and Wellbeing (HSEW) for all site-based activities across the Middle East Region. This role includes providing technical guidance to project sites, coordinating HSEW initiatives, and supporting new business bids by identifying and allocating suitable key staff. The role also entails reviewing HSEW data from the sites to identify trends and implement improvement strategies. The position ensures that all sites are supported by competent safety professionals who manage inspections, monitoring, and contractor HSEW performance, including the review and approval of safety documentation.

Key Responsibilities

HSEW Strategy and Leadership:

  • Implement HSEW policies and develop strategies to ensure visible commitment from Project Directors and Resident Engineers.
  • Ensure leaders actively participate in safety initiatives and communicate safety expectations.

Risk Management

  • Ensure the production of thorough risk assessments for AtkinsRealis Project based activities, assisting in the identification of potential hazards and developing strategies for risk mitigation.
  • Undertake assessment of Client, Contractor or AtkinsRealis Project office facilities prior to occupation.
  • Collaborate with project teams to implement effective risk control measures.

Training And Competency

  • Support the development and delivery of training programs to educate employees on safety protocols and environmental sustainability practices.
  • Foster a culture of continuous improvement in HSE knowledge and practices.

Incident And Audit Management

  • Oversee project incident reporting and investigations to ensure timely resolution.
  • Oversee project related corrective action implementation and follow-up.
  • Undertake activities to ensure projects suitably prepared for LRQA and other internal and third party audits.

Bid And Business Development Support

  • Liaise as required with the Bid Support/Win Work Team, attend bid meetings, scope reviews, and interviews.
  • Appraise HSE contractual deliverables and participate in Go-No Go decisions.
  • Prepare bespoke HSEW related bid support materials when requested and appropriate to do so.

Reporting and Compliance

  • Undertake risk-based overview assurance activities to measure compliance with contract and Corporate HSEW requirements.
  • Assist in the development, implementation and monitoring of HSEW KPIs related to Project Delivery.
  • Support Regional Security team, where appropriate, in Project Security related matters.

HSEW Resources Support

  • Support the Markets and Capabilities functions in:
  • the recruitment processes for project and site-based roles.
  • arranging leave cover to ensure continuity of HSEW functions.
  • conducting performance reviews and appraisals.
  • development planning for team members.

Contractor Management

  • Develop and enforce contractor HSEW prequalification and onboarding processes.
  • Monitor contractor performance and lead improvement initiatives.

Qualifications And Experience

Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field. Professional certification in HSEW (e.g., CMIOSH or CSP ) Minimum of 20 years of construction and/or facility management service delivery in Manager or Director position, developing and implementing safety policies, procedures, and programs. Strong knowledge of HSEW standards and regulations (e.g., ISO45001). Familiarity with construction and/or facility management methods, equipment, and processes, and their associated HSEW related risks. Effective communication and interpersonal skills. Ability to work collaboratively with cross-functional teams. Proven success in leading cross-cultural teams in high-risk environments.
