Job Description

Parsons is seeking an accomplished and highly experienced Senior Project Controls Engineer to provide strategic cost and schedule leadership on the groundbreaking NEOM, The LINE mega-project in the Kingdom of Saudi Arabia.

What You'll Be Doing

  • Strategic Controls Leadership: Establish, implement, and govern the overall Program Controls strategy, methodologies, and processes (including WBS, CBS, OBS) across multiple contracts and project phases on The LINE.
  • Integrated Cost Management: Know all aspects of project cost control, including developing complex baseline budgets, detailed cost forecasting (EAC/ETC), expenditure tracking, and managing the cost control system. Expertise in reconciling financial data with the overall schedule.
  • Advanced Scheduling & Planning: Direct the development and maintenance of Level 1 through Level 4 integrated master schedules using Primavera P6 (P6 EPPM), ensuring adherence to critical path analysis, resource loading, and data integrity.
  • Earned Value Management (EVM): Serve as the subject matter expert for implementing and maintaining a robust EVM system to accurately measure project performance (CPI, SPI), provide variance analysis, and recommend corrective action plans to Executive Management and the Client.
  • Change and Risk Management: Oversee the entire Change Management process, including quantifying the impact of scope changes on cost and schedule. Lead quantitative schedule and cost risk analysis, developing mitigation strategies for high-impact risks.
  • Executive Reporting & Stakeholder Communication: Develop high-level, sophisticated reports, dashboards (using tools like Power BI or similar), and presentations for internal and external stakeholders, including NEOM leadership and Parsons Executive Management, providing clear, actionable insights into program health.
  • Mentorship & Team Development: Provide guidance, mentorship, and specialized technical assistance to junior Project Controls staff and project teams in resolving complex controls issues.
  • Financial & Accounting Oversight: Utilize a strong background in accounting to ensure seamless integration between the Project Controls data and corporate finance/accounting systems, particularly in areas like revenue recognition, accruals, and invoice reconciliation.


What Required Skills You'll Bring

Minimum of 15 years of progressive in Project Controls, specifically on large-scale, complex infrastructure, civil, or mega-construction projects.

Education: Bachelor's Degree in Accounting, Finance, Business Administration, or a related field. A Master's Degree is a plus.

What Desired Skills You'll Bring

  • Advanced expertise in cost management and budgeting software/ERP systems (e.g., SAP, Oracle Unifier).
  • Expert-level Excel skills for complex financial modeling and data analysis.
  • Strong familiarity with interactive reporting and data visualization tools (e.g., Power BI, Tableau).
  • Project Context: Direct or comparable experience working on a large-scale international mega-project, preferably in the Middle East (KSA). Skills: Exceptional analytical, problem-solving, and financial management skills. Demonstrated ability to communicate complex controls data clearly to non-technical, executive audiences.
