Purpose of Job

The job holder is responsible for managing the identification, development and implementation of legal improvement initiatives as well as continuously overseeing department performance against set KPIs, targets and objectives.

Job Responsibilities

Strategy and Planning


  • Contribute to the development of Legal Research and Development business plan ensuring alignment with ZATCA strategy
  • Develop the operational plan for Legal Planning and Reporting in line with Legal Research and Development business plan and Legal and Enforcement strategic plan
  • Implement plans and provide input to enable achievement of Legal Planning and Reporting goals that support ZATCA’s overall strategic plans


Budget Management


  • Discuss Legal Planning and Reporting budgeting requirements with top management and provide input to the budgeting process
  • Ensure effective utilization of Legal Planning and Reporting budget, and report accurately on progress made and challenges encountered
  • Investigate and propose implementing initiatives that result in positive financial impact for Legal Planning and Reporting and mitigates financial and operational risks


Legal Planning


  • Manage coordination with Business Development and Improvement stakeholders to gather input regarding critical/identified legal areas of improvement that need to be addressed
  • Review legal business development requirements translated into legal initiatives that will help the department reach intended performance targets and goals
  • Manage collaboration with key internal legal stakeholders to develop a prioritized list of projects based on their importance and relevance, and review the developed plan in response
  • Review input on RFP development, oversee selection and negotiation with vendors and SLAs development in order determine the desired service level
  • Approve key performance indicators (KPIs) established with targeted objectives, evaluate the effectiveness of initiatives to enact corrective measures as needed
  • Implement SLAs in receiving and answering requests received from the general management department and other ZATCA’s sectors


Legal Reporting


  • Manage communication between senior, middle, and supervisory levels of management within the sector, as well as relevant discussions aimed at highlighting operational weaknesses and strengths of each department
  • Monitor implementation of contracts and evaluate performance of vendors against SLAs and follow up resolution of escalated cases when necessary
  • Review periodic inspections aimed at following-up on the implementation of initiatives as well the enablement of policies and processes ensuring the achievement of set KPIs and targets, taking corrective measures as needed
  • Ensure gathering accurate data from legal departments concerning developed initiatives, review relevant statistical reports conveying analyses that represent an accurate perception of the sector’s overall performance level, and enact corrective measures as needed


People Management


  • Participate in the identification and recruitment of key talent
  • Guide, mentor and support direct reports in order to execute duties according to set policies and processes
  • Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
  • Establish a high-performance working environment and promote ZATCA values


Job Details

Communication and Contacs

Education


  • Bachelor’s degree in Legal Studies, Business Administration, or equivalent is required
  • Master’s degree in Legal Studies, Business Administration, or equivalent is preferred


Experience

An optimal of 8 years of relevant experience, with a preferred 3 years of experience in managerial level
