IKTVA & Local Content Lead

Key Responsibilities

JOB DESCRIPTION

• Lead the development and execution of local content and IKTVA strategies in line with corporate and national objectives.
• Complete the yearly third-party local content audit, obtain certification, and ensure year-over-year improvement by providing all required supporting documents in auditor-approved formats.
• Monitor and report IKTVA performance metrics, including quarterly self-reporting to Saudi Aramco and annual reports, ensuring full regulatory compliance.
• Develop a comprehensive 5-year local content action plan to support Weatherford’s long-term localization vision.
• Build and execute strategic plans for operational spending through local sourcing, identifying areas of improvement and developing local suppliers.
• Ensure all local content-related expenditures are properly documented, justified, and formatted to meet third-party audit standards.
• Facilitate effective communication and collaboration with operations, finance, and support functions to capture both hidden and explicit local content contributions with proper documentation.
• Coordinate and deliver internal training programs to promote awareness and understanding of local content and IKTVA requirements.
• Represent the company in external forums, audits, and engagements with government authorities and regulatory bodies.
• Conduct regular gap assessments and recommend actions to improve localization performance across the organization.
• Prepare and present detailed dashboards, reports, and strategic updates for senior management and external stakeholders.
  
  

Job Qualifications And Requirements

• Education: Bachelor’s Degree in Finance or a related discipline.
• Experience: Minimum of 5 years of experience in the energy sector, with a strong focus on local content, IKTVA, or supply chain localization.
• Strong understanding of the IKTVA framework and local content regulations within Saudi Arabia.
• Demonstrated ability to lead audits, prepare compliant documentation, and drive continuous improvement in localization performance.
• Experience in strategic planning, supplier development, and cross-functional project management.
• Excellent interpersonal, communication, and stakeholder management skills.
• Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word) and data reporting tools.
