Purpose of Job
The job holder is responsible for managing Exchange of Information function including development of regulations and procedures to enable effective sourcing of information and addressing of queries, recommending improvements to taxes and zakat legislative provisions, replying to tax inquiries, and enhancing awareness on EOI regulations to ensure effective exchange of information for tax purposes with foreign countries across all the relevant regimes.

The job holder is responsible for managing Exchange of Information function including development of regulations and procedures to enable effective sourcing of information and addressing of queries, recommending improvements to taxes and zakat legislative provisions, replying to tax inquiries, and enhancing awareness on EOI regulations to ensure effective exchange of information for tax purposes with foreign countries across all the relevant regimes.
Job Responsibilities
Strategy and Planning
- Contribute to the development of International Relations and Treaties business plan ensuring alignment with ZATCA strategy
- Develop the operational plan for Exchange of Information in line with International Relations and Treaties business plan and Strategy & Development strategic plan
- Implement plans and provide input to enable achievement of Exchange of Information goals that support ZATCA’s overall strategic plans
- Discuss Exchange of Information budgeting requirements with top management and provide input to the budgeting process
- Ensure effective utilization of Exchange of Information budget, and report accurately on progress made and challenges encountered
- Investigate and propose implementing initiatives that result in positive financial impact for Exchange of Information and mitigates financial and operational risks
- Keep abreast all developments related to tax related exchange of information (EOI) to be introduced at ZATCA
- Manage the development of domestic tax and customs regulations and enforcement provisions to enable effective sourcing of information
- Manage the development of procedures and protocols to address various taxpayers’ queries in relation to international tax matters
- Follow all new national and international taxes and zakat laws and regulations and propose improvements on existing legislative provisions
- Ensure that tax inquiries and requests from international entities are replied to in a timely manner in coordination with relevant stakeholders
- Ensure that actions are proceeding according to terms of agreements
- Support management in improving and updating the international relations’ strategy
- Provide needed guidance and instructions for the monitoring of the cooperation with relevant governmental entities
- Be a member of the Global Forum Steering Group, engage with other members to ensure all international operations and activities comply with signed treaties or agreements and to ensure the accomplishment and fulfilment of KSA memberships’ obligations
- Represent ZATCA and participate in EOI meetings (PW10, PRG, AEO, GF Plenary Meeting, GF Competent Authority Meeting) and ensure implementation of key discussion points
- Enhance awareness on EOI regulations for internal stakeholders and financial institutions subject to EOI regulations
- Submit accurate and timely periodical reports for internal and external stakeholders
- Participate in the identification and recruitment of key talent
- Guide, mentor and support direct reports in order to execute duties according to set policies and processes
- Develop individual performance objectives, provide necessary support, evaluate/appraise team and provide regular feedback on performance
- Establish a high-performance working environment and promote ZATCA values
Communication and Contacs
Education
- Bachelor’s degree in Business Administration, or equivalent is required
- Master’s degree in Business Administration, or equivalent is preferred
