The Director, Development Policies and Controls, will lead the strategic oversight, standardization, and continuous improvement of development governance processes across Qiddiya as a Development Company. This role ensures alignment with corporate objectives, enhances operational efficiency, and fosters cross-functional collaboration, ensuring best practices in development and improvement in Stage Gate processes, policy development and procedures, and governance frameworks. The role supports the CDU and act as a critical partner to the Development Business Units (BUs) by providing clear guidelines, templates, and frameworks to empower their deliverables and overall project governance.
Key Responsibilities:
Development Policies, Procedures and Controls:
Design and maintain templates and guidelines for development policies, procedures and controls across asset classes and districts ensuring governance.
Ensure all development policies, procedures and controls align with Qiddiya's strategic goals and broader objectives.
Partner with BUs to guide and support the application of policies, procedures and controls, Stage Gate frameworks, providing expertise and ensuring compliance.
Collaborate with the Knowledge Systems team to ensure accurate and compliant submissions, archiving of policies, procedures and controls.
Identify and address gaps or overlaps in the document repository to streamline and centralise processes and avoid redundancies.
Stage Gate Oversight:
Lead the continuous development, standardization, and socialization of the Stage Gate reference documents across Land Planning & Servicing and Asset Development.
Manage communication and facilitate changes to the Stage Gate reference document in coordination with Centre of Excellence Stage Gate Management teams and non-Development teams.
Develop, update, and disseminate guidelines on Stage Gate processes, including change management, governance frameworks, and Stage Gate Review Panel (SGRP) operations.
Maintain and continuously improve the consolidated calendar for Stage Gate Review Panels across all business units.
Aggregate and codify lessons learned from Stage Gate processes to enhance future operations.
Collaboration & Stakeholder Engagement:
Foster strong relationships with BUs, acting as a trusted advisor to guide them through policies, procedures and controls, Stage Gate deliverables and review processes.
Collect and incorporate feedback from Stage Gate chairs, panel members, and BU teams to continuously improve processes.
Work closely with other CDU verticals (Finance & Commercial, Cost Planning, Design Excellence, Project Coordination) to ensure seamless integration of their inputs into Stage Gate processes.
Knowledge Management & Continuous Improvement:
Partner with the Knowledge Management Systems team to update and maintain the policies, procedures and controls, Stage Gate workflow system and Development repository.
Ensure lessons learned from Stage Gate management teams are codified, stored, and shared as best practices.
Propose revisions to policies, procedures and controls, Stage Gate templates, workflows, and deliverables based on real-time feedback and strategic changes.
Governance & Compliance:
Implement best practice frameworks for development processes and governance, integrating feedback from stakeholders and lessons learned.
Ensure Stage Gate processes comply with established governance structures, including Development Committee and CDU N-1 and N-2 levels.
Drive the Stage Gate revision process, managing inputs and approvals across CDU and external stakeholders.
Oversee stakeholder engagement strategies to foster collaboration and alignment across Qiddiya's development teams.
Training and Capability Building
Serve as a point of contact for Development policies, procedures and controls, Stage Gate inquiries and support BUs throughout the review and approval process.
Support the Centre of Excellence developing and delivering training programs to build knowledge management capabilities across the organization.
Promote the adoption of knowledge-sharing tools and platforms through mentorship and workshops. Organize and deliver training programs to business units on Stage Gate processes, Development governance, and best practices.
Systems & Process Innovation:
Oversee the maintenance and enhancement of the Development policy and procedures, Stage Gate workflow system and development repository, ensuring accessibility and compliance.
Collaborate with the Digital Office to align Stage Gate processes with digital governance systems (e.g., Unifier platform).
Drive the integration of digital tools to improve efficiency, transparency, and monitoring of Stage Gate deliverables.

Requirements
- Bachelor's degree in Legal, Engineering, Architecture, Project Management, or a related field; Master's degree preferred
- Minimum of 12 years of experience in Development real estate/ large-scale mixed-use projects, with proven expertise in Development Management and Construction policies, processes and governance frameworks
- Strong leadership skills with the ability to guide cross-functional teams and influence senior stakeholders
- Strong understanding of land planning, asset development, and cross-functional collaboration within large-scale development projects
- Experience working with document control systems, workflow tools (e.g., Aconex, Unifier), data analysis tools and knowledge management platforms
- Excellent stakeholder management, communication, and presentation skills
- Strong analytical and problem-solving abilities
- Strategic Thinking: Ability to align Development Governance processes with Qiddiya's broader development strategy and processes
- Leadership: Strong team leadership and cross-department collaboration
- Communication: Clear, persuasive communicator capable of engaging with senior stakeholders
