Job Purpose

BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.

The post holder is to provide senior level responsibility for the management of the Typhoon Weapon System Section Contract Manning Schedule (CMS) operations team within HQRSAF and the integration of RSAF Depots and RSAF Bases. The role will require the holder to represent the RSAF DOS Weapon Systems Officer and the Director of Supply in managing Typhoon Supply Chain current and future business, the development of contracts and acting as the supply interface with the Salam Project Office. The post holder will be required to provide support and advice to Typhoon Base Supply Squadron Commanders regarding contract compliance and performance monitoring, in order to assure an effective and efficient supply chain operation is delivered to meet the Customer requirements.

The post holder will manage the operational supply chain business activities from Demand Planning, Physical Logistics, Spares and Repair Management, Export Control and Quality Assurance across the contract ensuring integration with Maintenance, Training, Quality and Information Systems to demonstrate value for money and contracts are achieved to the agreed budgets and requirements.

Job Accountabilities

  • Deputising for the HQRSAF Directorate of Supply Typhoon Weapon Systems Officer.
  • Development of RSAF supply chain strategies and the production of detailed implementation plans.
  • The management and development of the RSAF Supply Chain CMS Operations team activities.
  • Performance management monitoring of the supply chain contractual measures and dependencies, including production of high-quality contract and supply chain reports and data analysis for all levels of the organization.
  • Ensuring the Supply Chain is compliant to RSAF Airworthiness and Quality Assurance policy in accordance with regulatory standards.
  • The development and training of Military or Industry personnel to deliver supply chain capability. This includes personnel development through Performance Improvement Plans (PIP) for CMS employees to maximize Saudization objectives.
  • Daily management of the CMS Operations team’s performance against the HQRSAF DOS Typhoon Weapon Systems Manager’s standards of performance.
  • Assurance and development of RSAF Supply Chain Operations processes, procedures and work instructions.
  • Assuring Information Management tools are developed and are compliant with RSAF Policy.
  • Delivering and demonstrating continuous improvements to the RSAF supply chain operation whilst promoting and sharing “Leading Practice”.
  • Compliance, monitoring and management of applicable SHE policy and procedures.

RECRUITMENT SPECIFICATION

Essential

  • Must hold relevant qualifications in Logistics or Supply Chain operations certified by a professional training body civilian or military or have completed an Engineering Apprenticeship in a Military or Civilian school of Logistics and Supply.
  • Must be educated to Degree or Higher National Certificate or Military equivalent or have significant demonstrable experience in the management of teams and delivering operational output.
  • Must have extensive practical Logistics/Procurement experience of which experience will be in an aircraft Supply Chain development or operational environment.
  • Must have experience in developing strategies and policies underpinned with Project Management competence and demonstrable project delivery.
  • Must have a clear and demonstrable understanding of Capability, Availability and Traditional Spares contracting with extensive practical experience of Availability Contract Performance Management.
  • Experienced in the management and development of Quality Management Systems (QMS) within a Supply Chain operation.
  • Must have extensive experience of Prime Contractor and Vendor management to ensure contract deliverables are satisfied to time and quality, including effective the resolution of Supply Chain issues in a timely manner.
  • Must have experience of Aircraft Maintenance Philosophy and Policy utilised within the design and operation of the Supply Chain models and in the modelling of Initial Spares Provisioning plans.
  • Must have experience in Engineering, Procurement, Maintenance, Finance, Commercial and Programme Management practices
  • Knowledge and experience in Demand Planning and Forecasting methods and techniques and also forecasting tools such as Servigistics or Syncron, particularly with regards to Initial Provisioning (IP).
  • Must have clear demonstrable understanding or practical experience of Information Systems implementation such as MiroGOLD, IMS or IFS.
  • Must have demonstrable advanced practical experience in the use of Microsoft Office applications such as Word, Excel, Power Point, Outlook and Project.
  • Must have excellent communication skills, both written and verbal in English language.

Desirable

  • Knowledge and experience of RSAF Logistics and Supply procedures.
  • Knowledge and experience of Project and Budget Control within a Military or Commercial environment.
  • Knowledge and experience of Supply Chain 1066 model.
  • Knowledge and experience in the advanced use of Microsoft Office Access.
  • Knowledge and experience of Export Control regulations within the Kingdom of Saudi Arabia.
  • Knowledge and experience of security arrangements to control Military material.
