Job Description
Parsons is looking for an amazingly talented Stakeholder - Civil Defense Liaison Manager to join our team! In this role you will get to ensure effective communication and coordination between the organization and civil defense authorities, overseeing compliance with safety regulations, and managing emergency response planning.
This role is crucial to the success of large-scale projects that require rigorous safety protocols, emergency preparedness, and collaboration with civil defense agencies. The ideal candidate will bring a wealth of experience in civil defense liaison, emergency management, and stakeholder engagement, ensuring that the project adheres to the highest standards of safety and regulatory compliance.
What You’ll Be Doing
Civil Defense Coordination:
- Act as the primary liaison between the organization and civil defense authorities, ensuring effective communication and coordination.
- Develop and maintain strong relationships with local, regional, and national civil defense entities.
- Ensure that all project activities, especially in relation to safety, emergency response, and disaster preparedness, are aligned with civil defense regulations and standards.
- Ensure that the project complies with all local, national, and international civil defense regulations, including fire safety, emergency evacuation plans, and disaster response procedures.
- Stay up to date with changes in civil defense laws, standards, and best practices, and ensure that project teams are informed of any relevant changes.
- Manage the integration of civil defense requirements into project planning and execution, ensuring that safety and emergency protocols are adhered to.
- Serve as the main point of contact for civil defense authorities, emergency services, and other relevant stakeholders during all phases of the project.
- Facilitate regular meetings, briefings, and workshops with civil defense stakeholders to ensure alignment on safety, security, and emergency response plans.
- Communicate project updates, challenges, and risks to civil defense stakeholders to ensure transparency and collaboration.
- Lead the development and implementation of emergency response and evacuation plans in collaboration with civil defense authorities.
- Ensure that emergency preparedness drills, fire drills, and safety exercises are conducted regularly and are in line with civil defense guidelines.
- Coordinate with internal teams and external agencies to ensure that emergency response plans are comprehensive and effective.
- Oversee the development and implementation of risk assessments related to civil defense and emergency preparedness for the project.
- Ensure the integration of civil defense procedures into the overall health, safety, and environmental management system.
- Monitor and evaluate the effectiveness of safety protocols, emergency procedures, and civil defense-related activities.
- Provide training and support to internal teams, contractors, and other stakeholders on civil defense protocols, emergency response procedures, and relevant safety regulations.
- Organize and lead workshops, safety drills, and simulations to prepare teams for potential emergency scenarios.
- Ensure that staff and contractors are aware of their responsibilities in the event of an emergency and understand civil defense procedures.
- Maintain detailed records of all civil defense-related activities, including meetings, training, drills, and emergency response plans.
- Prepare and submit reports to senior management and civil defense authorities on project compliance, safety drills, and other related matters.
- Ensure that all relevant documentation is up to date and easily accessible for audits, inspections, or emergency situations.
- Evaluate the effectiveness of civil defense engagement and emergency response planning and recommend improvements where necessary.
- Leverage lessons learned from past projects to refine and enhance the civil defense liaison process.
- Implement continuous improvement initiatives to ensure that the project remains in compliance with evolving civil defense standards and regulations.
- Education: Bachelor’s degree in Civil Engineering, Emergency Management, Public Safety, or a related field.
- Experience:
- Minimum of 8-10 years of experience in civil defense, emergency management, or stakeholder liaison roles, preferably in large-scale infrastructure or construction projects.
- Proven experience managing relationships with civil defense authorities and other emergency response stakeholders.
- Strong understanding of civil defense regulations, emergency planning, safety protocols, and risk management practices.
- Skills & Knowledge:
- In-depth knowledge of civil defense systems, fire safety regulations, and emergency preparedness procedures.
- Strong leadership and communication skills, with the ability to manage stakeholder relationships and coordinate activities across multiple teams and agencies.
- Excellent problem-solving, negotiation, and conflict resolution abilities.
- Proficiency with project management tools and Microsoft Office Suite (Excel, Word, PowerPoint).
- Familiarity with emergency response technology and systems.
- Professional certifications in Emergency Management, Civil Defense, or Safety (e.g., NEBOSH, Fire Safety Certification).
- Experience working with government agencies and emergency services.
- Knowledge of international standards for safety, civil defense, and emergency response.
- Ability to manage multiple priorities in a dynamic, fast-paced environment.
- Experience in risk management, safety audits, and inspections related to civil defense.
