The Senior Technical Manager – MEP/Utilities will lead the technical management of MEP and utility design activities, ensuring coordination with civil infrastructure and other disciplines. The role requires deep technical expertise in MEP/utility systems, strong leadership capabilities, and experience in managing complex land development projects.
The project involves comprehensive land development works, focusing on utilities and MEP (Mechanical, Electrical, Plumbing) infrastructure including water supply, sewage, drainage, power distribution, and street lighting. WSP will provide project management and design oversight to ensure MEP and utility designs meet client requirements, quality standards, and Saudi regulatory compliance.

The Senior Technical Manager – MEP/Utilities will lead the technical management of MEP and utility design activities, ensuring coordination with civil infrastructure and other disciplines. The role requires deep technical expertise in MEP/utility systems, strong leadership capabilities, and experience in managing complex land development projects.
The project involves comprehensive land development works, focusing on utilities and MEP (Mechanical, Electrical, Plumbing) infrastructure including water supply, sewage, drainage, power distribution, and street lighting. WSP will provide project management and design oversight to ensure MEP and utility designs meet client requirements, quality standards, and Saudi regulatory compliance.
Responsibilities
- Lead and manage the PMS scope in relation to MEP and utility design activities, ensuring delivery of high-quality design packages.
- Undertake MEP and Utilities design management oversight and review throughout the Program design Phases on behalf of client.
- Monitor 3 rd party consultant/s MEP and Utilities design designs outputs to meet the design intent, program design objectives and key deliverables.
- Reviewing key MEP and Utilities design outputs & submissions in line with the Program requirements, Agreed targets and Statutory Legal approvals and permits
- Lead reports on the progress of the MEP and Utilities’ design Phases and advising on corrective actions required to support the Program delivery.
- Review & provide relevant feedback on Public Realm Strategy, Approach and Plans informing hierarchy, character and interconnectivity and MEP and Utilities’ service.
- Review & provide relevant feedback on the infrastructure provisions provided by the Lead Developer & associated entities for MEP and Utilities’ required to service the Program.
- Review & provide feedback on municipality and community MEP and Utilities facilities.
- Value Engineering (VE) and evaluation with respect to design criteria and life cycle costings
- Oversee design for water supply, sewage, stormwater drainage, power distribution, street lighting, and other utilities.
- Coordinate closely with civil, structural, and other discipline teams to ensure integrated design solutions.
- Review and approve design drawings, technical reports, and specifications for compliance with local codes, regulations, and best practices.
- Provide technical guidance and problem-solving support to the project team.
- Ensure design risks are identified and mitigation strategies are implemented.
- Participate in client and consultant meetings to present design concepts and technical solutions.
- Mentor and develop junior engineers and design staff within the MEP/Utilities team.
- Bachelor’s degree in Mechanical, Electrical, or Civil Engineering; Master’s degree preferred.
- 15+ years of experience in MEP/Utilities design and technical management, preferably for land development projects.
- Proven experience managing complex infrastructure projects in the GCC, preferably Saudi Arabia.
- Strong knowledge of local MEP/utility codes, standards, and approval processes in KSA.
- Proficiency in design and modeling software (AutoCAD, Revit MEP, Civil 3D, or equivalent).
- Excellent leadership, coordination, and stakeholder management skills.
- Experience in pre-construction and design review phases is mandatory.
