Qiddiya Investment Company is inviting applications for the position of Senior Quantity Surveyor - Transport - Vertical Links. This role is critical in managing the financial aspects and contractual obligations associated with the transport infrastructure development within Qiddiya's ambitious master plan.

As a Senior Quantity Surveyor, you will manage and support the procurement, commercial and contractual aspects of transport infrastructure projects ensuring effective cost control, contract compliance, and value delivery across the project lifecycle for vertical links, transport-related projects. Your expertise will ensure that the projects are delivered on time and within budget, while maintaining high standards of quality and compliance with contractual agreements.

Key Responsibilities

• Champions QIC's "Safety First" value, specifically confident in enacting ‘Stop Work' authority, engage in relevant health/safety/wellbeing standards and behaviors 
• Role models behaviors, in line with the Qiddiya Values, always
• Prepare, review, and manage Bills of Quantities (BoQs), cost estimates, and tender documents for large-scale transport infrastructure works. 
• Administer contracts based on FIDIC or other standard forms, ensuring alignment with legal and project requirements
• Assess and manage contractor and subcontractor claims, variations, and change requests
• Prepare interim and final payment applications, assess progress claims, and support cash flow forecasting 
• Manage end to end procurement processes, including conducting financial due diligence, preparation of RFP's and other tender package documentation, completing bid evaluations, contract negotiations, drafting contract award recommendations, and subcontract agreements
• Manages supplier relationships
• Supports performance evaluations of suppliers and contractors to drive continuous improvement
• Monitor, control, and report on project costs, budgets, and financial performance, including cost/value reconciliations
• Provide commercial input during design development and construction phases to ensure cost efficiency
• Collaborate with project teams to identify requirements, specifications, and timelines
• Maintain risk and opportunity register, including recommended treatment
• Conduct risk assessments, identifying potential risks and recommending mitigation strategies
• Analyze Data & Formulate Weekly/Monthly/Quarterly Reports
• Assist in the resolution of disputes and claims, including preparation of supporting documentation and negotiation
• Ensure compliance with company policies, project-specific requirements, and contractual obligations
• Continuously identify and implement improvements in systems, processes and reports
  
  

Requirements

• Bachelor's degree - Quantity Surveying, Commercial Management, Cost Engineering, Finance, Economics, Legal or related field 
• Royal Institute of Chartered Surveyors preferred, not essential
• 5-7 years of experience in quantity surveying or contracts administration within transport or infrastructure projects
• Previous KSA/Middle East experience preferred
• Experience in the Commercial Management of Major Projects in a highly regulated environment including Full project life-cycle involvement (Bidding thorough to Final Account)
• Experience in procurement of consultants and contractors
• Demonstrated success in cashflow development, budget management and associated monthly and annual reporting
• Expert across a range of standard and bespoke forms of Contracts, budgeting and cost management, cash flow and reporting
• Strong understanding of procurement processes and methods, including sourcing, negotiation, and contract management
• Strong analytical skills, with the ability to interpret complex financial data and make strategic decisions
• Foster a culture of flexibility and adaptability in responding to changing business requirements
• Ability to manage and prioritize workloads the workload of the team, deadline driven
• Leverage excellent written and verbal skills in English to effectively articulate ideas, strategies, and project performance to a range of audiences
• Leverage in-depth knowledge of enterprise-level management software, such as Prism, SAP, or similar systems
• Demonstrated skills to set clear goals , motivate teams and deliver results
