Are you a QHSE expert with a passion for driving safety, quality, and environmental excellence? We are seeking a Senior Manager – QHSE (Quality, Health, Safety, and Environmental) to lead compliance efforts for a high-profile Facilities Operations Managing Agent Project in Riyadh. In this role, you will ensure adherence to QHSE policies, Saudi Arabian legislation, and international standards while fostering a culture of safety, quality, and operational excellence.
About The Role
As the Senior Manager – QHSE, you will oversee the development and implementation of an integrated QHSE management system, ensuring compliance with local regulations (e.g., NCEC, Civil Defense, Ministry of Labor) and international standards (ISO 9001, ISO 14001, ISO 45001). You will collaborate with the FM department to promote best practices, conduct audits, and continuously improve QHSE performance. This role requires extensive experience in QHSE compliance, risk management, and fostering a strong safety culture.

About The Role
As the Senior Manager – QHSE, you will oversee the development and implementation of an integrated QHSE management system, ensuring compliance with local regulations (e.g., NCEC, Civil Defense, Ministry of Labor) and international standards (ISO 9001, ISO 14001, ISO 45001). You will collaborate with the FM department to promote best practices, conduct audits, and continuously improve QHSE performance. This role requires extensive experience in QHSE compliance, risk management, and fostering a strong safety culture.
What You'll Be Doing
- Develop, implement, and maintain integrated QHSE management system policies and procedures for FM operations, ensuring compliance with local laws and international standards.
- Oversee and ensure compliance with all applicable QHSE legislation, permits, and licenses in Saudi Arabia.
- Manage QHSE risk assessment programs, conduct incident investigations, and implement corrective and preventive actions within FM operations.
- Lead QHSE compliance audits and inspections of FM activities and contractor operations to ensure adherence to standards.
- Develop and deliver QHSE compliance training programs for project staff and FM department personnel.
- Monitor, analyze, and report on QHSE performance metrics, identifying trends and areas for improvement.
- Liaise with regulatory bodies on QHSE compliance matters and ensure the project meets all statutory reporting requirements.
- Bachelor’s degree in Occupational Health & Safety, Environmental Science/Engineering, Quality Management, or a related technical field.
- Minimum of 15 years of experience in a dedicated QHSE compliance management role, with at least 5 years in a leadership role, preferably within FM or a similar high-risk industry in Saudi Arabia.
- In-depth knowledge of Saudi Arabian QHSE laws (e.g., NCEC, Civil Defense) and international standards (ISO 9001, ISO 14001, ISO 45001).
- Professional QHSE certifications such as NEBOSH Diploma, CSP, CMIOSH, or Lead Auditor for relevant ISO standards are essential.
- Proven experience in developing and implementing QHSE management systems, conducting audits, risk assessments, and incident investigations.
- Strong leadership, communication, and influencing skills to drive a culture of QHSE compliance within the FM department.
- Proficiency in Microsoft Office Suite (Excel, Word, etc.).
- Familiarity with industry software such as Expedition.
- Experience with Adobe Acrobat is required.
