Role Specific Requirements

The Senior Manager, Health, Safety, Welfare and Environment (HSWE) - Secondary Mobility coordinates the development and implementation of HSWE programs and management systems across Qiddiya's Secondary Mobility project portfolio (including coach, bus, taxi, autonomous vehicles, micro-mobility solutions and associated assets and facilities such as depots, accommodation, stations and park & rides etc.) in support of both Qiddiya's corporate and Transport Business Unit's (TBU) HSWE policies, plans, objectives, standards and procedures and ‘Safety First' culture.

The role ensures that Secondary Mobility HSWE requirements and performance measures are clearly captured and defined and supporting HSWE systems are developed, implemented and communicated within TBU to reflect industry best practice and ensure compliance with regulatory requirements. The role holder works closely with TBU Safety & Environment teams, TBU departments and projects and Qiddiya Business Units and Districts to ensure alignment with company HSWE goals, objectives and stakeholder expectations.

Core Responsibilities

  • Leads and inspires a strong HSWE culture across the Secondary Mobility project portfolio and empowers the team to execute on HSWE initiatives, specifically any ‘Stop Work' authority.
  • Demonstrates Qiddiya leadership behaviors, in line with the Qiddiya Values, at all times.
  • Supports the Secondary Mobility portfolio in managing project teams' HSWE deliverables through effective leadership by identifying appropriate individual and team HSWE objectives, managing performance and developing projects team to maximize HSWE performance.
  • Defines and implements Secondary Mobility-specific HSWE plans, objectives, programs and processes to be delivered across the portfolio, in line with corporate and TBU HSWE policies and systems.
  • Advises Secondary Mobility Leadership and projects teams on how to implement and deliver assets in line with Qiddiya's and TBU HSWE policies, standards and procedures
  • Leads, in conjunction with Secondary Mobility project teams, the assurance of Supervision Consultants & Contractors adherence to execution of work in line with Qiddiya and TBU HSWE policies, standards and procedures
  • Leads HSWE behaviors in a proactive and visible way and engages effectively with relevant third-party authorities and agencies (e.g. Transport General Authority, Traffic Police etc.) and with Contractor's and Supervision Consultants, through regular stakeholder liaison, site visits and by contributing to agency and industry forums and supply-chain leadership meetings and supporting activities.
  • Analyses results and trends from Secondary Mobility-led HSWE assurance activities (e.g. Management Reviews, audits, inspections and surveys etc.) and evaluates and assesses supply-chain compliance with Qiddiya and TBU HSWE policies and procedures and statutory and contractual requirements
  • Undertakes and directs accident and incident reporting and investigation requirements and arrangements in accordance with Qiddiya, TBU and statutory requirements, ensuring root cause analysis and implementation of preventative and corrective actions are identified and implemented and producing reports and recommendations as required
  • Monitors, collates and measures HSWE performance and KPIs, TBU and supply-chain HSWE dashboards and produces periodic Secondary Mobility HSWE reports and trend analysis as appropriate, identifying opportunities for improvement
  • Leads the development and implementation of Secondary Mobility HSWE initiatives, promotions and communications schemes and promotes and participates in the Qiddiya HWSE community of practice, sharing knowledge and best practice.
  • Provides coaching, guidance and support to ensure relevant KSA legislative requirements and industry standards and best practice obligations are identified and assesses their impact on TBU and Secondary Mobility activities. Ensures project teams, Supervision consultants and Contractors are prepared to meet program HSWE readiness statutory obligations and requirements.
  • Develops and maintains effective and regular liaison and working relationships with key stakeholders in support of the Secondary Mobility HSWE program, contractors and suppliers for the benefit of a collaborative and transparent safety culture
  • Works with Qiddiya's Worker Welfare team to assure contractors' management of worker welfare responsibilities are maintained and complied with.
  • Creates opportunities for cross-discipline teams to contribute to HSWE knowledge sharing and lessons learned working towards a culture of innovation and continuous improvement.
  • Assesses the level of HSE competency required within Secondary Mobility project teams to deliver effectively, working with appropriate stakeholders to ensure effective competency, training and development standards are maintained

Requirements

Qualifications

  • Bachelor's degree in occupational safety and health or recognized post-graduate/NVQ Level 6 health and safety qualification (e.g. NEBOSH Diploma)

Professional Certifications (if Required)

  • Recognized professional membership e.g
  • Chartered Member of Institute of Occupational Health & Safety (CMIOSH);
  • American Society of Safety Professionals (ASSP) Member

Experience

  • 10 - 15 years' minimum relevant HSW and broader management experience within land transport-related design, construction and/or operations & maintenance programs
  • Previous KSA /Middle East senior management level experience essential
  • Significant experience required in the development, implementation, management and certification of HSW systems, including certification of policies and procedures to ISO 45001 and/or ISO 14001
  • In-depth knowledge of industry-specific design, construction and occupational health and safety regulations, industry standards and best practices
  • Leverage exceptional written and verbal skills in English to effectively articulate ideas, strategies, and project performance to a range of audiences.
  • Demonstrated leadership skills to set clear goals, motivate teams and deliver results
  • Ability to provide strategic oversight and guidance in managing and prioritizing workloads, deadline-driven and ability to optimize workload.
  • Expert ability to negotiate and influence effectively with internal teams and external agencies etc
  • Lead team collaboration and cross department integration collaboratively in a team environment and across multiple departments.
  • Ability to thrive in a fast-paced environment and deliver challenging goals and objectives using industry knowledge to aid decision making.
  • Ability to work collaboratively in a team environment and across multiple departments.
