Senior Manager - External Programs RES241

The organization is a flagship gigaproject under Saudi Arabia's Vision 2030 initiative, which aims to create a world-class entertainment, cultural, and lifestyle destination. The Senior Manager - External Programs is responsible for the strategic oversight and implementation of external regulatory frameworks, ensuring full compliance with local content requirements and Environmental, Social, and Governance (ESG) principles. This role plays a crucial part in the integration of compliance strategies with overall business objectives, involving significant collaboration across multiple departments and with external stakeholders.

• Strategic Leadership and Initiative Support
• Lead the development and execution of comprehensive strategies to implement local content regulations and ESG initiatives consistent with PIF and national priorities
• Proactively monitor changes in government policies, assess their potential impacts on operations, and recalibrate strategies to align with evolving regulations
• Oversee the compilation and analysis of performance reports related to local content, ESG integration, and compliance adherence within the organization
• Enhance the existing suite of business templates while ensuring that they meet local content, procurement, and ESG standards
• Manage and enhance internal training initiatives to ensure staff are well-informed and compliant with the latest local content and ESG regulations
• Establish key performance indicators (KPIs) to evaluate and drive the continuous improvement of Qiddiya's adherence to governmental and organizational performance standards
• Supplier Development and Engagement
• Direct the creation and execution of supplier development programs aimed at improving the skills and competitiveness of local suppliers
• Engage with external partners, including government entities and industry organizations, to advocate for supplier development initiatives
• Stakeholder Liaison and Compliance Management
• Guide internal teams in the implementation of local content and ESG policies, ensuring optimal compliance and thorough preparation for audits
• Establish and cultivate essential relationships with external organizations, including local government bodies, regulatory agencies, and industry stakeholders
• Coordinate the planning and execution of audits, ensuring adherence to compliance requirements and implementing corrective action plans based on audit findings
• Actively participate in field operations at the Qiddiya site to promote and oversee the application of local content and ESG strategies within the execution teams
  
  
  

Requirements

• 12+ years of experience in policy governance, compliance, or supplier development, particularly in significant projects in construction, real estate, or urban development
• Bachelor's or Master's degree in Supply Chain Management, Public Policy, International Development, Business, or a related field; an MBA or equivalent advanced degree would be advantageous
• Relevant certifications such as CIPS, CPSM, or CSCP are preferred
• Demonstrated leadership skills managing cross-functional teams and aligning divergent objectives with broader strategic goals
• Fluency in English is essential, with proficiency in Arabic being highly desirable
• Strong understanding of the Saudi Arabian business landscape and regulatory environment through significant work experience in the region
