Job Description

Parsons is looking for an amazingly talented Senior Engineer – Permitting to join our team!

Key Responsibilities

• Lead and manage the permitting process for all project stages from concept design through construction.
• Liaise and coordinate with Saudi authorities (e.g., MOMRAH, Civil Defense, SEC, NWC, Royal Commission, etc.) for obtaining required NOCs, approvals, and permits.
• Interpret and apply local codes, standards, and regulatory requirements to ensure design and construction compliance.
• Support the design team with permitting requirements and incorporate authority comments into design development.
• Prepare, submit, and track permit applications and approval timelines to ensure adherence to project schedules.
• Identify permitting risks and constraints early and provide mitigation strategies.
• Maintain an up-to-date database and log of all permits, approvals, and authority correspondence.
• Represent the PMC in meetings with government agencies and ensure positive stakeholder relationships.
• Provide technical support and review documentation prepared for authority submissions.
• Support the Permitting Manager in preparing status reports and presentations for internal and external stakeholders.
  
  
  

Qualifications & Experience

• Bachelor’s Degree in Civil Engineering, Architecture, or a related engineering discipline.
• Minimum 18 years of total experience, with at least 5 years in permitting roles within Saudi Arabia.
• Strong knowledge of Saudi regulatory frameworks, permitting procedures, and key authority requirements.
• Previous experience working on large-scale infrastructure, hospitality, or residential projects in the Kingdom.
• Fluency in Arabic and English is mandatory (written and spoken).
• Strong interpersonal skills with the ability to work effectively with diverse teams and external stakeholders.
• Proficient in MS Office and project tracking tools; familiarity with Aconex or similar systems is an advantage.
  
  
  

Preferred Attributes

• Previous experience working with PMC or consulting firms.
• Familiarity with Vision 2030-related initiatives and regional masterplans.
• Experience in fast-track project environments.
• Proven ability to manage multiple permits across complex project.
