Job Description

Parsons is looking for an amazingly talented Senior Director of Procurement to join our team!

In this role, you will lead procurement strategy, governance, and execution for large-scale, high-value programs across the Middle East region. You will drive sourcing excellence, supplier performance, and risk mitigation while ensuring compliance with Parsons’ policies and client requirements.

What You’ll Be Doing

• Provide strategic leadership and direction for all procurement and subcontracting activities across multiple markets and mega-projects.
• Develop and implement enterprise procurement policies, procedures, and best practices to support operational excellence and compliance.
• Lead high-value negotiations with subconsultants, subcontractors, and suppliers to secure optimal terms, cost savings, and delivery performance.
• Oversee the preparation of RFQ/RFP documents and manage the solicitation, bid, evaluation, and award processes for goods and services.
• Serve as the executive point of contact for suppliers and subcontractors, resolving escalated issues and ensuring alignment with project schedules.
• Manage the vendor qualification and performance evaluation process to ensure a high-quality, reliable supply base.
• Collaborate with senior leadership, project directors, and functional leads to align procurement strategies with business goals and mitigate supply chain risks.
• Ensure strict adherence to Parsons’ One-Parsons Policies, Matrix of Authority, and ethics and conflict-of-interest standards.
• Mentor and develop procurement professionals, fostering a culture of accountability, transparency, and continuous improvement.
  
  
  

What Required Skills You’ll Bring

• Bachelor’s degree in Business Administration, Economics, Supply Chain Management, or related field.
• 20+ years of progressive procurement experience, including 10+ years in senior leadership roles within engineering, construction, or infrastructure sectors.
• Proven track record of leading procurement strategies for multi-billion-dollar projects or portfolios.
• Strong negotiation, commercial, and contractual skills.
• Experience in developing and managing procurement policies, governance frameworks, and compliance programs
  
  
  

What Desired Skills You’ll Bring

• Master’s degree or professional certification (CIPS, CPSM, PMP).
• Regional experience in the Middle East with multicultural team leadership.
• Familiarity with digital procurement platforms and analytics tools.
