Context
The Senior Contracts Administrator/ Contract Formation Engineer will be responsible for drafting, reviewing, and negotiating various types of contracts in support of major rail and metro projects. The role is critical to ensuring all contractual obligations are clearly defined, aligned with statutory/regulatory requirements, and meet organisational objectives, with a strong focus on risk management.

The Senior Contracts Administrator/ Contract Formation Engineer will be responsible for drafting, reviewing, and negotiating various types of contracts in support of major rail and metro projects. The role is critical to ensuring all contractual obligations are clearly defined, aligned with statutory/regulatory requirements, and meet organisational objectives, with a strong focus on risk management.
Missions/Main Duties
- Contract Development: Prepare, review, and finalize tender and contract documents (including conditions of contract, special conditions, technical specifications, BOQs, drawings).
- Tendering: Support the full tender process (from prequalification to contract award), including bid evaluation and analysis.
- Negotiation: Lead or support contract negotiations with clients, contractors, and suppliers, ensuring company’s best interests are protected.
- Risk Management: Identify and flag contractual, commercial, and technical risks, supporting their mitigation throughout contract formation stages.
- Liaison: Liaise with legal, commercial, technical, and procurement teams as well as external parties to ensure all contract requirements are integrated and compliant.
- Compliance: Ensure all contracts comply with local regulations, best industry practices, and company policies.
- Documentation: Maintain accurate records of the contract formation process for claims, audits and future reference.
- Continuous Improvement: Contribute to refining company templates, systems, and procedures for contract management and formation.
- Education: Bachelor’s degree in Engineering, Quantity Surveying, Law, or a related field.
- Experience: Minimum 10 years’ experience in contracts formation and management within major infrastructure, rail, or metro projects.
- Middle East Experience: Proven direct experience working on large-scale rail/metro projects in the Middle East (preferred).
- Knowledge: Familiarity with international forms of contract (e.g., FIDIC) and local contracting laws/regulations.
- Technical Skills: Strong written and verbal communication, negotiation, and analytical skills. Proficient in MS Office and contract management software.
- Languages: English (essential), Arabic (advantageous).
