Parsons is looking for an amazingly talented Senior Construction Engineer to join our team! In this role you will get to oversee and coordinate the on-site execution of ICT infrastructure works—including duct banks, fiber optics, mobile towers, telecom shelters, physical assets like POPs, MMRs and DCs—ensuring compliance with design, specifications, safety, and Qiddiya standards. This role contributes directly to the national localization efforts by leveraging Saudi engineering talent in advanced infrastructure projects.

Job Description
Parsons is looking for an amazingly talented Senior Construction Engineer to join our team! In this role you will get to oversee and coordinate the on-site execution of ICT infrastructure works—including duct banks, fiber optics, mobile towers, telecom shelters, physical assets like POPs, MMRs and DCs—ensuring compliance with design, specifications, safety, and Qiddiya standards. This role contributes directly to the national localization efforts by leveraging Saudi engineering talent in advanced infrastructure projects.
What You'll Be Doing
- Site Supervision & Quality Assurance
- Supervise day-to-day ICT infrastructure construction activities including:
- Fiber optic ducting and cabling
- Manhole and handhole installation
- Active and passive telecom cabinets and shelters
- Smart city pole foundation and erection
- Monitor contractor works to ensure alignment with IFC drawings, method statements, and technical specifications.
- Perform inspections and punch lists with QA/QC engineers; raise and track NCRs as needed.
- Construction Progress Monitoring
- Coordinate with planning and controls team to ensure milestones are met.
- Track work progress using checklists, construction logs, and site photographs.
- Flag delays and coordinate mitigation plans with contractors and the program team.
- Stakeholder Coordination
- Liaise with MEP, roads, power, and public realm teams to resolve site-level clashes or dependencies.
- Represent the ICT team in cross-disciplinary construction meetings.
- Support handover of ICT rooms and telecom shelters to system integrators.
- Health, Safety, and Environmental Compliance
- Ensure strict adherence to HSE policies and safe work practices across all ICT construction zones.
- Participate in toolbox talks, hazard assessments, and permit-to-work reviews.
- Report incidents and near misses with preventive/corrective action recommendations.
- Documentation & Reporting
- Prepare daily and weekly site reports, highlighting accomplishments, risks, and next steps.
- Maintain As-Built markups and redline drawings for all ICT elements under supervision.
- Support the compilation of work completion certificates and test reports for handover packages.
- Bachelor’s Degree in Telecommunications, Electrical, or Civil Engineering.
- 7+ years of experience in ICT infrastructure construction, with at least 2 years in a supervisory role.
- Demonstrated delivery of fiber infrastructure, telecom systems, or smart city projects.
- Experience in mega/giga projects in KSA or GCC preferred.
- Relevant certifications are highly appreciated
- Saudi National – per localization policy and Vision 2030 compliance.
- Knowledge of ICT civil infrastructure and structured cabling works
- Strong understanding of telecom design/shop drawings and installation practices
- Familiarity with Qiddiya Construction Procedures, CITC/CST guidelines, and SEC corridor rules
- Conflict resolution, field coordination, and communication skills
- Arabic and English language proficiency (written and spoken)
