Job description: About the Role
  • Supervise and manage the processes related to the site work preparation, execution, verification, and validation of Contractor’s submissions, site works and guidance for an effective implementation are all in accordance with drawings, specifications and local regulations. To lead and direct the site supervision team to ensure smooth implementation of the project construction as per the design and contract documents. Liaise with client’s representative, contractor, construction manager and the design manager.
What you will be doing
  • Address technical issues by advising and coordinating the site technical team for supply chain submittals and site methodology.
  • Allocate areas of risks, opportunities related to the project activities, set the operational controls and the verification mechanisms to ensure effectiveness of controls.
  • Apply Quality / Time / Cost assessment to review the impacts of the suggested changes to the project’s requirements and progress.
  • Chair and coordinate project commercial, technical, contract meetings and finalize related MoM.
  • Clarify BIM requirements and set up for implementation during the project execution (if BIM is applicable).
  • Communicate the annual leave plan to the employees, review leave dates and submitted leave applications.
  • Complete the Supplier Performance Evaluation Assessment to present to the DOCS and the Corporate QA.
  • Coordinate the assessment of presented variations with the QS / Admin Coordinator and advise the Employer.
  • Coordinate with Corporate QA Team upon identification of non-compliances that requires investigation.
  • Custodian of the implemented SMPs and Key responsible for the project supervision processes and requirements to deliver in compliance with the contract, project and other applicable requirements.
  • Facilitate the handover from the Corporate CoE Department to the CS Team, including the awareness of the technical requirements and Specifications, and any recorded ongoing and/or pending issues presented within the design history.
  • Handles all contractual and commercial issues.
  • Identify and address changes to the Contractor in relation to project’s requirements / activities.
  • Identify the internal and external factors that affects the project’s ability to deliver the required services / output.
  • Initiate and execute Employee Transfer Requests upon approval.
  • Is the key liaison with the Employer towards the Contractor.
  • Issue Job Site Instructions / Site Work Instructions to the Contractor addressing Extension of time/cost when necessary.
  • Issue Variation Orders (VO) to the Contractor to be implemented on site as per Q / T / C requirements, monitoring its execution and report its progress to the employer.
  • Manage the project execution and coordinate the Project Site Team during their daily activities.
  • Manage, review and coordinate the contractual, technical and commercial requirements and issues.
  • Manage, review and coordinate the project site works requirements and issues.
  • Manages the project execution as main responsible for the Construction Supervision Services under the contract.
  • Monitor the Contractor’s arrangements for factory visits and FAT’s, with coordinating accordingly with the Project Site Team.
  • Monitor the Contractor’s arrangements for site work activities (IR, MIR, T&C, SAT, snagging, etc.) with coordinating accordingly with the Project Site Team.
  • Monitor the compliance of the requirements of the Contractor’s activities during the Defects Liability Period.
  • Present and provide awareness to the Site Technical Team regarding the project structure(s) material, products, equipment and related deliverable requirements and Specification as stipulated within the Contract Documents.
  • Present the signed Contracts Documents to the Contractor and address any presented queries.
  • Release monthly quality reports to DOCS, Client, Contractor and Corporate QA Team.
  • Review all team responses and correspondence drafts before issuance to the concerned interested party.
  • Review and monitor the contractor’s programme and CPM to ensure timely completion of all activities against the scheduled dates and develop recovery plans in case of any delays/deviations.
  • Review and present attendance reports to F&A for payroll and present overtime reports to the contractor and employer for review and approval.
  • Review escalated notifications of NCRs and evaluate it against the status quo, issue NCR upon approval and verify the related corrective actions taken to ensure effectiveness and proper closure.
  • Review of Contractor’s daily, weekly / fortnightly and monthly reports of project’s progress for accuracy of collected data and address comments if needed.
  • Review of Document Control Structure, Document Identification and Project DC Logs for project use.
  • Review project mobilisation in relation to the site management plans along with the related supporting documents that are applicable to the project scope.
  • Review the Contractor’s Procurement Schedule regarding CPM and log lead items to verify compliance with the set Contract requirements and Specification.
  • Review the budget assessment and related payment to validate issue of payment to the Contractor.
  • Review the validity and appropriateness of the presented guarantees, insurance policies, performance bond and licences for the project.
  • Review to release operational related correspondence, including liaising with the Employer.
  • Review to release technical related correspondence, including liaising with the Employer.
  • Review to verify QA & HSE non-compliances identified on site, including follow up for verification of rectification.
  • Review to verify operational inspection documents and reports (discipline, QHSE, Contractor, etc.)
  • Review to verify suitability of the present Contractor staff for the project.
  • Review to verify the submittal review comments for technical document and presented site methodology for clearance to use in the execution of the project.
  • Review to verify the submittal review comments for the presented Sub-Parties (PQ) and related materials submittals (MAS) for clearance to participate in the execution of the project.
  • Schedule performance appraisal sessions with the Employees to discuss performance and obtain feedback.
  • Support the Site Technical Team towards timely communication with the Corporate CoE Department concerning any required technical guidance (RFI).
  • Verify site work related and supply chain documents as part of the handover to the Employer.
  • Verify the technical drawing templates and related requirements with the Contractor for use during the project life cycle; e.g. shop drawings and as-built drawings.
  • Verify the validity of Submittals / Transmittals comments and ensure action taken towards pending items.
Required Experience
  • Over 15 years construction experience or as required by related construction supervision agreement.
  • Experience having worked with reputable consultant engineering firms within the industry.
  • Successful background of leading successful site projects.
  • Experience in leading diverse teams.
  • Experience in working in the confines of local laws and regulations.
Education
  • Bachelor’s Degree in Civil Engineering.
Certifications & Memberships
  • Additional training courses, professional and personal development with membership to professional groups, societies or institutes, desired.
  • Certification from Saudi Society of Engineers or local equivalent based on country requirement.
  • Certified Project Management Professional (PMP) from Project Management Institute (PMI).
Essential Skills
  • Knowledge of inspection procedures to achieve construction quality control.
  • Knowledge of contract administration, time and cost control.
  • Knowledge of construction methods, specifications, codes and local regulations.
  • Proven strong leadership skills.
  • A relationship builder with clients, site teams, contractors and other parties.
