Context

The Project Director will be responsible for leading and overseeing the successful execution of a major infrastructure project with a focus on railway maintenance operations. This role involves managing the entire project lifecycle from initiation to completion, ensuring that all deliverables meet the highest standards of safety, quality, and efficiency. The Project Director will act as the key point of contact between stakeholders, including governmental entities, contractors, and regulatory bodies, ensuring the alignment of all parties with project goals.

Missions/Main Duties

  • Project Leadership: Provide overall leadership and direction to the project team, ensuring successful project execution and the achievement of key milestones.
  • Strategy & Planning: Develop and implement strategic project plans, including scope, schedule, budget, risk management, and resource allocation.
  • Stakeholder Management: Engage and communicate effectively with all stakeholders, including clients, government officials, contractors, and partners to ensure smooth project execution.
  • Railway Maintenance Oversight: Oversee all railway maintenance operations, ensuring compliance with safety regulations, maintenance schedules, and quality standards.
  • Budget & Financial Control: Manage the project’s financial performance, including monitoring expenditures, controlling costs, and ensuring that the project stays within budget.
  • Contract Management: Oversee the negotiation and management of contracts with subcontractors and suppliers, ensuring that terms and conditions are met.
  • Risk Management: Identify and mitigate potential risks to project timelines, budgets, and quality through proactive risk management strategies.
  • Health, Safety, and Environmental (HSE) Compliance: Ensure that all project activities comply with relevant HSE regulations, promoting a safe working environment for all staff and contractors.
  • Reporting: Provide regular progress reports to executive leadership and stakeholders, including financial updates, schedule adherence, and risk assessments.
  • Team Leadership: Manage, mentor, and develop project team members, fostering a culture of collaboration and high performance.

Profile/Skills

  • Bachelor’s degree in Civil Engineering, Project Management, or a related field (Master’s preferred).
  • Minimum of 15 to 20 years of experience in major infrastructure projects with emphasis in railway maintenance operations and the delivery of multiple contracts preferable in the railway project.
  • Proven to have completed at least two design-build transit projects as a project director or in a senior consultancy or supervision position within the last 15 years
  • Strong understanding of Saudi regulations, local infrastructure challenges, and industry best practices.
  • Excellent communication, negotiation, and stakeholder management skills.
  • PMP, PRINCE2, or similar project management certification is an advantage.

  • Exceptional project management skills, with the ability to manage multiple workstreams and teams.
  • Financial acumen, with experience in managing multi-million-dollar budgets.
