Job Purpose
BAE Systems is the UK Government’s nominated Prime Contractor under the Government-to-Government arrangements that are in place to provide equipment, support and training to Saudi Arabia. We provide maintenance of Royal Saudi Air Force (RSAF) aircraft and train RSAF and Royal Saudi Naval Force personnel safely in a training environment in how to use their aircraft, equipment and weapons.
BAE Systems Saudi Arabia is committed to supporting the Saudi Arabian National Agenda including Saudisation and the training and development of Saudi National capability through the growth of the Saudi National Partner Companies thereby reinforcing Industrialisation and Partnerships.
Reporting into the IPT Leader and/or Head of Procurement, the Procurement Manager will be responsible for managing a team of procurement professionals primarily dealing with the day-to-day procurement and supplier management activities supporting project and/or non-project requirements.
The role covers the whole spectrum of procurement and supplier management including support to bid activity, the management of supplier agreements, order books and performance against agreed KPI’s, procurement governance and controls assurance as such the individual will be required to manage and develop both team and supplier performance. Also responsible for associated internal reporting to senior management and external reporting to BAESAI – Supply Chain customers & stakeholders

Job Accountabilities
- Lead and develop the appropriate supplier management strategies and activities to ensure that supplier performance meets the required delivery, quality and cost KPI’s.
- Responsible for procurement LCM, supplier management plans and supplier improvement & development activities.
- The management of a team of procurement professionals engaged in the procurement of project and/or non-project requirements.
- Overall management of our supplier business agreements, management of associated order books for both routine requirements and any special or critical requirements.
- Responsible for associated procurement risk and opportunity management.
- Ensure the effective management and closure of query resolution processes with customers and suppliers throughout the supply chain.
- Support the development of procurement and supply chain solutions, working with customers and suppliers to develop & evaluate proposals and progress bids in accordance with company LCM and bid processes.
- Manage team resource levels, team budgets and the development and training of team members through the company PDR process and skills matrix, utilising staff development to improve team performance and motivation. In particular support to company Saudisation strategies and targets.
- Establish and maintain close working relationships with key stakeholders such as customers, suppliers and functional colleagues.
- Manage the compilation and development of procurement and supply chain reports, analysing data in relation to operational and financial performance (schedule adherence, sales forecasting, debt etc.). Participating in the appropriate management reviews of performance.
- Lead and manage face to face supplier reviews covering both operational performance, cost reduction, risk management and supply chain improvement initiatives etc.
- Directly support the achievement of company IBP objectives as flowed down and relevant to the procurement teams.
- Ensure that all procurement activities are appropriately managed in accordance with functional governance and guidelines. Also support the review and development of procurement processes and procedures to strengthen working practices and develop functional governance.
- Manage all procurement activities in accordance with current export control regulations and procedures in order to ensure compliance.
- Provide assistance and support to the IPT Leader and/or Head of Procurement as required by the business for e.g. procurement support to the development of new business opportunities.
- May be required to manage more general related procurement tasks as directed by local management. For example local or in-kingdom procurement requirements.
Essential
- Extensive experience in a procurement/supply chain management role.
- Qualified to degree standard or equivalent with full membership of CIPS or studying towards completion of CIPS.
- Good knowledge of business financial/commercial/procurement policies
- A working knowledge of LCM and its guiding principles
- Track record of contributing to the management of contractual issues
- A thorough understanding and comprehension of Commercial Contracts & Law
- Proven negotiating skills
- Wide ranging experience of dealing with domestic and international suppliers
- Accredited by the Chartered Institute of Purchasing and Supply (CIPS) or the International Association for Contracts and Commercial Management (IACCM) or equivalent
- Strong communication and negotiation skills when dealing with suppliers, customers and internal stakeholders. Must be tenacious in dealing with supplier’s performance and related supply chain issues.
- Ability to develop constructive and professional working relationships with both suppliers, Customers and colleagues at all levels.
- Ability to work independently, self-motivated and proactive.
- Strong people management skills and experience in managing both individual performance and team performance. Able to manage multi-cultural teams to support, motivate and develop a strong team identity.
- Excellent standard of written and spoken English language and good level of numeracy.
- The ability to work with multiple stakeholders and solve problems using detailed analytical and evaluative thinking
