O&M Lead Specialist

Purpose of Job

Jobholders at this level are experienced professionals capable of conducting work with general directions. They are primarily concerned with developing solutions to challenges which require some analysis to understand and resolve, and addressing issues escalated from junior levels.

They undertake complex operational activities including deriving list of prioritized area of work, supporting in selecting best-fit service provider, attend conducted meeting with selected outsourced service provider to understand proposed operation & maintenance plan, monitor implementation of operation & maintenance activities, conducting site visits to ensure on-time resolution of detected issues, monitoring operation & maintenance activities cost and budget, evaluating service providers performance against SLAs to escalate breaches when necessary.

Job Resposiblites

• Conduct research and benchmark studies to stay abreast of latest market trends and best practices regarding infrastructure operations & maintenance activities
• Conduct assessment to evaluate current practices of infrastructure operation & maintenance identifying gaps and improvement areas
• Communicate with internal stakeholders to collect and gather raised request regarding specific areas of work
• Develop and evaluate list of identified requirements based on research, benchmark studies, assessment results and internal stakeholders’ requests to derive list of prioritized new project related to ZATCA’s stations and services
• Develop infrastructure operation and maintenance yearly plan including needed new projects and set overall budget
• Conduct an internal capabilities assessment to identify the need for external outsourced service providers
• Provide Procurement support in identifying and selecting list of best-fit service providers to effectively lead infrastructure operation & maintenance activities
• Establish service level agreements and set expectations to agree on common ground
• Develop and communicate daily operation & maintenance work schedule with related service providers ensuring clear understanding
• Assign O&M activities to internal / external operation & maintenance team based on required capabilities to ensure effective execution of needed activities
• Receive and gather O&M requests from internal stakeholders to update the daily work schedule and make sure that the activities fit within the allocated budget
• Conduct site visits, detect and collect raised issues and findings regarding stations functionality coordinating with internal functions to prioritize the case urgency
• Develop and communicate reports consolidating detected issues and findings with internal / external operation & maintenance team ensuring smooth running and proper functionality of related activities
• Monitor implementation of operation & maintenance activities ensuring adherence to operation & maintenance manual, timely execution against baseline schedule and alignment with requirements
• Perform random site visits to check project execution and recommend needed corrective actions
• Monitor preventive maintenance activities execution and corrective maintenance delivery to conduct performance monitoring and evaluate past preventive and corrective actions
• Control operation & maintenance activities’ cost and budget by reviewing periodic reports and monthly bills/invoices to assess the alignment with set agreements and communicate with related stakeholders in case of needed corrective actions
• Ensure operation and maintenance activities are in compliance with environmental and sustainability measures to secure safe impact
• Track and monitor implementation of operation & maintenance contracts to evaluate service provider’s performance against SLAs and escalate breaches when necessary
• Evaluate and assess operation & maintenance team’s work progress ensuring adherence to O&M yearly plan, timely execution against baseline schedule and alignment with requirements
• Collect and archive all related documents used during planning and implementation process of infrastructure operation & maintenance activities for future references
