Job Title:Manager, Crowd Control / Access Control / HSE

Job Purpose

Responsible for planning and managing the implementation of crowd control, access control, and health, safety, and environment (HSE) measures across all Islamic Solidarity Games venues. This role ensures safe, secure, and efficient access for athletes, officials, spectators, and workforce, while mitigating risks and ensuring full compliance with safety regulations. By working closely with venue teams, law enforcement, and private security providers, the Manager enables smooth movement and secure operations across all event zones.

Job Specific Accountabilities:Crowd Control Planning

Develop and implement detailed crowd management strategies for competition and non-competition venues, aligned with entry/exit flows and event schedules.

Collaborate with venue operations and law enforcement to design safe spectator routes, holding areas, and contingency plans for high-density scenarios.

Conduct risk assessments for crowd-related activities and propose mitigation measures to reduce congestion and ensure safe movement.

Manage the on-ground deployment of crowd control personnel, barriers, and signage to support public safety and enhance spectator experience.

Access Control & Security Coordination

Design and enforce access control protocols for athletes, officials, media, and spectators, ensuring credentialed entry and restricted area protection.

Coordinate with the accreditation team and security partners to ensure physical and digital systems accurately support access permissions.

Supervise screening zones at venue entry points, including equipment and personnel deployment, ensuring compliance with event safety standards.

Monitor daily operations of access control systems and resolve access-related issues promptly in coordination with venue security leads.

Health, Safety & Environment (HSE) Oversight

Implement HSE standards across venue operations, ensuring compliance with national safety regulations and event-specific protocols.

Conduct regular site inspections and audits to identify hazards, assess risks, and verify the effectiveness of safety control measures.

Coordinate with venue management and medical services to maintain emergency readiness, including evacuation routes and incident protocols.

Manage and deliver HSE briefings to operational teams and vendors, promoting a culture of safety awareness and compliance throughout the event.

Incident Management & Stakeholder Coordination

Document incidents, conduct post-incident reviews, and propose process improvements to strengthen preventive and responsive measures.

Maintain regular communication with the Senior Manager, providing updates, reports, and risk summaries to support decision-making.

Participate in joint coordination meetings with local authorities, private security firms, and internal departments to align on operational plans.
