National Development Fund (NDF)

Oversee the legal aspects of the projects that the department participate in, which are associated with executing NDF’s mandates, reviewing and analyzing exercise regarding regulatory policies related to NDF’s competencies, and the drafting/updating laws/bylaws and regulations following the applicable procedures to ensure delivering the desired objectives while adhering to the applicable laws/regulations.
Strategic Accountabilities- Contribute to the formulation of strategic objectives and plans for the Legal Affairs deputyship that would enable the achievement of NDF’s strategy.
- Own the development of the strategic objectives and plans for the Legislations & Projects function in line with NDF’s overall strategy, mission and vision.
- Oversee the execution of operational plans within the Legislations & legal Projects function and ensure effective and efficient outcomes are provided.
- Lead the development of Legislations & Projects policies, processes and procedures, in light of the local and leading international practices.
- Prepare – when needed- the annual budget of the Legislations & Projects function based on strategic plans in coordination with Finance department.
- Contribute to the implementation of appropriate risk controls and measures in light of the applicable laws and regulations in coordination with the Risk Management function to effectively identify and mitigate relevant legal risks to protect NDF’s rights and interests.
- Act as an advisor to NDF leadership on all related Legislations & Projects matters.
- Contribute to the harmonization of Legislations & Projects policies, procedures and standards across the individual funds -as needed -and ensure the provision of continuous advice and support to respective Legal Affairs functions within individual funds through internal functions.
- Coordinate with NDF leadership and define and prioritize the various legislations and projects to be developed and/or amended, as needed.
- Direct the development/ amendment of legislations and legal projects for NDF in light of the applicable laws and regulations in preparation for submission to the appropriate authorities for review and approval.
- Participate in strategic corporate projects as needed by acting as the main Legal advisor and by providing all the support and inputs required from a legal perspective in relation to NDF projects -associated with executing NDF’s mandates.
- Review the development/amendment of individual funds’ bylaws and other applicable legislations and regulations received from a legal perspective, provide recommendations in light of the applicable laws and regulations.
- Provide legal advice to the Board of Directors, Governor / Deputy Governors and other NDF stakeholders as needed –through internal functions– on legal matters in relation to NDF projects -associated with executing NDF’s mandates.
- Review legal documents and provide legal advice where required in relation to NDF projects -associated with executing NDF’s mandates.
- Build and partner with external legal counsels to support with the development / review of legislations and legal projects as needed.
- Analyze - when needed- laws and regulations and identify potential implications on NDF and individual funds.
- Lead the continuous improvement of the existing legislative framework by collecting feedback from NDF’s functions, the individual funds and subject matter experts, when needed, and in line with leading practices and applicable laws and regulations.
- Ensure the distribution of approved legislative and regulatory documents drafted by the Legislations & Projects to appropriate stakeholders, and in coordination with the Corporate Communication function as needed.
- Actively play a key role in strategic corporate projects associated with executing NDF’s mandates, by providing the counsel required from a legal perspective.
- Establish a collaboration network at a cross-fund level consisting of Legal professionals to ensure alignment and share leading practices & lessons learned
- Conclude any support required in relation to the Legal Affairs deputyship’s tasks
- Manage the development of the workforce plan for the Legislations & Projects function to ensure the availability of the right resources in coordination with the HR department.
- Set functional objectives, manage the team’s performance, as well as manage the development of capabilities within the team to maximize productivity and enhance overall performance.
- Mentor, coach, motivate and challenge teams providing opportunities for continuous growth and development.
- Implement an agile method to allocate team members allowing flexible staffing on initiatives and promoting knowledge exchange within the team.
Minimum: Bachelor’s degree – preferably in Law or any relevant field
Preferred: Master’s degree in degree in Law, Corporate Law or any relevant field
Fluent in English and Arabic
Experience7 to 9 years of relevant experience in Law or Legal Affairs preferably in the public sector in KSA.
