Parsons is seeking an experienced HSE Manager in Northwestern part of Saudi Arabia to oversee and direct health, safety, and environmental activities across diverse projects. This role involves ensuring alignment with safety regulations and company standards, while fostering collaboration across teams. The position plays a vital role in shaping a culture of safety and environmental responsibility through the development and execution of strategic HSE initiatives.

Parsons is seeking an experienced HSE Manager in Northwestern part of Saudi Arabia to oversee and direct health, safety, and environmental activities across diverse projects. This role involves ensuring alignment with safety regulations and company standards, while fostering collaboration across teams. The position plays a vital role in shaping a culture of safety and environmental responsibility through the development and execution of strategic HSE initiatives.
Specific Responsibilities
- Staffing & Performance Management: Participates in the interview and selection process, making staffing assignments based on schedule requirements. Conducts performance evaluations and recommends actions for advancement, changes in status, or disciplinary measures. Manages salary administration, including preparing the annual salary plan and recommending salary adjustments for merit increases or promotions.
- Quality Systems Leadership: Provides leadership in developing and optimizing quality processes based on ISO 9001 standards. Oversees process development, data collection, reporting, and quality training. Collaborates with senior and executive leadership on ISO 9000 process improvements and reengineering efforts.
- Policy & Documentation Management: Develops, maintains, and ensures compliance with Quality Policies, Processes, Procedures, and related documents. Reviews Quality Manuals and implementation procedures to ensure adherence to industry codes, standards, and regulatory commitments.
- Audit & Compliance Management: Plans and executes audit activities, including scheduling, planning, reporting, and resolving findings. Conducts internal quality audits across offices, projects, and job sites, ensuring compliance with Parsons' standards, contract requirements, and applicable regulations. Facilitates both internal and external quality audits, presenting findings to management.
- Corrective Actions & Continuous Improvement: Documents and follows up on corrective actions, analyzing audit findings and non-conformances to identify quality trends and areas for improvement. Oversees qualification audits of suppliers, ensuring adherence to quality requirements.
- Quality Engineering & Safety Awareness: Reviews design documentation for quality compliance, including vendor quality manuals and company records. Promotes safety awareness and adherence to safety regulations, participating in safety audits as necessary.
- Collaboration & Documentation Review: Collaborates with management and other departments to ensure effective implementation of quality activities. Reviews documents from internal and external organizations, including quality manuals, test plans, purchase orders, and subcontracts, ensuring compliance with quality standards.

Bachelors in Health or Safety related field, or equivalent and typically 5+ years of relevant experience is preferred.
- SKILLS/COMPETENCIES: Strong management ability with deep knowledge of Quality Management practices, processes, and current technology.
- Extensive experience in directing and implementing quality management systems and standards such as ISO 9000, ASME, ANSI, ASTM, and other relevant organizations.
- Excellent communication skills with the ability to conduct presentations to management and interface effectively with a diverse group of professionals.
- Proficiency in analyzing situations from a business perspective (e.g., ROI, cost per unit).
- Strong interpersonal skills to collaborate with various departments in a tactful and effective manner.
- Demonstrated leadership and management capabilities, with exceptional written and verbal communication, problem-solving, and risk assessment skills.
- Ability to make public presentations and effectively communicate complex topics.
- Advanced computer proficiency with expertise in Microsoft Office products (Word, Excel, PowerPoint, Access, Visio) and project planning software.
- High attention to detail and commitment to quality.
- In-depth knowledge of ISO Quality Management Systems Standards.
- Ability to lead and manage a team, overseeing both day-to-day activities and special projects to ensure timely and successful completion.
