Job Purpose:

To ensure project(s) execution is safe, within schedule, as per plans and specifications in accordance with SABIC Engineering Standards. Ensure compliance to relevant SHEM Standards. Updates line management on the status of the project(s). Facilitate recommissioning/ commissioning and handover of projects whether In-house, E&PM, and SSA.

Key Accountabilities

  • Perform FAT, site verification, review of engineering packages, IT P, project method statement, and job safety analysis. Check project schedule and material submittals prior to execution/installation in the site.
  • Preparation of FEED and Cost Estimations for the projects as per PD&C Approved Procedures.
  • Monitor project progress up to pre-commissioning and commissioning works. Participate in technical meetings/clarifications, RFl/site inspections and activities based on Inspection Test Plan.
  • Prepare, attend, review and comments for PHA, HAZOP, SIL, SAFER MOC, CDP SOW PR 1 TB TBA and PSSR.
  • Provide support to contractor for obtaining KFIP port passes and ID 's, likewise for SABTANK requirements as per CMS. Coordinate with process and other discipline engineers for working out required contractor support for isolation, decommissioning and re-commissioning commissioning.
  • Update line management of projects status, issues to be resolved, and mitigation plan and provides weekly report. Mange technical queries from contractor on actual site conditions and provide updates on window shutdown requirements and availability. Issue Non-Conformance Report (NCR) for any deviation on the plans and schedule. Resolve pre-commissioning/commissioning related technical problems and coordinate with the manufacturer, operation, maintenance, EHSS departments and User(s) for the resolution of problems.
  • Support for preparation of facility isolation, pre-commissioning, commissioning, and handover requirements. Conduct safety walkthrough or PSSR and ensure contractor has rectified all comments within specified timeframe. Obtain necessary sign-off in all relevant forms. Attend activities such as loo testing function/logic test and SAT.
  • Monitoring the contractors/vendors for their compliance with pre- commissioning, commissioning procedures & work instructions associated to Safety, Health and Environmental Management System requirements, CMS and Engineering Standards.
  • Perform task as assigned by Project Manager.

Requirements:

  • Bachelor of Science in Engineering

Minimum Experience:

  • Minimum 3-5 years of relevant experience or specifically in project management in Petrochemical or similar industry.

Job Specific Skills:

  • Familiar with international standards, codes and regulations.
  • High-level management of process documentation, e.g. PFD, P&IDs.
  • Simulation programs utilization experience.
  • Proficient in Process Safety Risk identification / Layers of Protection.
  • Proficient level in Hazard identification & PHA methodologies.
  • Proficient in Process Safety Standards and Regulations (Including Process Safety Related in SAF).
  • Sound analytical interpretation and Cost analysis proposals.
  • Highly competent in assigned terminal process, troubleshooting, Process equipment.
  • Efficiency analysis, and firm knowledge of process control & interlocks.
