Job Description

Position Overview: As Enabling Works Director for a giga infrastructure project located in North West Saudi Arabia, you will play a crucial role in overseeing and managing all construction activities across the entire project site. You will be responsible for ensuring that the project is executed in accordance with the highest quality standards, safety protocols, and within the established timelines and budget. This leadership position requires exceptional technical knowledge, strategic thinking, and effective communication skills to collaborate with various stakeholders and ensure the successful completion of the project.

Key Responsibilities

Enabling Works Director will oversee all project and construction management services required to manage the performance and integration across enabling works construction contracts for phase 1 while ensuring that the overall program objectives are achieved with the following key accountabilities:

• Provide strategic direction and leadership for all construction activities on the project site, including civil, mechanical, electrical, and architectural works.
• Ensure alignment of construction activities with project goals, timelines, and budget constraints.
• Responsible for establishing and maintaining operating rhythm across earthworks and dewatering contract packages during the entire construction phase.
• Manages, coordinates, and integrates services between all earthwork’s packages to support achievement of the time, cost, and quality requirements of the works.
• Develop and maintain an organization map of the earthwork’s team organization that identifies team members and illustrates their relationships with one another and reporting responsibilities.
• Assist Delivery Director with recruitment and staff management.
• Responsible for coordination with the design team during the planning and design phase on a regular basis on constructability and interface issues.
• Responsible for coordination with the commercial team during the construction phase on a weekly basis to ensure contractual and commercial matters are addressed in a timely manner.
• Responsible for providing the required support on technical, construction, contractual and commercial issues across all contract packages to the Delivery Director during the construction phase.
• Assist on as needed basis the design and procurement teams during the planning and procurement process of the contract package.
• Responsible for coordination of all pre and post contract award design and site interface issues across various contract packages.
• Review and recommend payment applications for various earthwork’s contractors.
• Prepares and manages interface management plan.
• Responsible for providing the required assistance and support to the individual Project Leads on technical, interface, contractual and commercial issues.
• Responsible for managing and facilitating internal and external audits.
• Responsible for overall program coordination of various contract packages to ensure that the program objectives for The Line are achieved.
  
  
  

Qualifications And Requirements

• Education in Civil Engineering, Construction Management, or a related field.
• Proven experience (typically 25+ years) in construction management, with a track record of overseeing large-scale infrastructure projects.
• Strong understanding of construction methodologies, safety practices, and quality standards.
• Excellent leadership, communication, and interpersonal skills to manage diverse teams and engage with stakeholders.
• Familiarity with construction software, project management tools, and relevant technology.
• Demonstrated ability to manage budgets, schedules, and resources effectively.
• Knowledge of local regulations, permitting processes, and industry practices in Saudi Arabia is advantageous.
