Project Overview:
Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations.
Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.
Job Summary:
Reporting to the Engineering Manager, you will be responsible working as part of a multi-disciplinary team in the Engineering Department, You will be required to combine your technical experience and knowledge for the management of District Cooling Plan, Water / Wastewater Treatment Plant, pumping stations, desalination plant design by the client’s design consultants. This role ensures that all designs meet technical standards, regulatory requirements, and project objectives while integrating seamlessly with other disciplines. You will lead and be accountable for the performance of the customer’s appointed Design Consultants in the delivery of the infrastructure design in accordance with budgetary, schedule and quality requirements.
Support the Engineering Manager (Utilities) in managing and delivering the design in accordance with the Programme and the requirements of the client. Coordinate and monitor the development of the design consultant’s planned activities and provide progress. Plan and organize the review of the design consultant’s deliverables, interfacing with subject matter experts and design review teams. Provide quality assessment reports to Project Management and the client. Assist the Contracts Department and Construction teams in pre-construction and post contract award activities
Additionally, you will establish and maintain the Engineering Programme Management plans and procedures, ensure compliance with the Customer’s project governance requirements, ensure that the technical design deliverables comply with the Customer’s requirements, stakeholders’ requirements, local and international building code requirements.
Major Responsibilities:
- Management of design activities and coordination of workloads for District Cooling plan, Water projects.
- Plan, coordinate, manage and monitor the review of design deliverables produced by the client’s design consultant, including reports, providing feedback to the Design Project Manager regarding progress, key issues and risk.
- Coordinate and manage the design review of the design consultant’s hazard and risk logs.
- Coordinate the response to comments raised on deliverables by the likes of subject matter experts, the design review team, the Independent Checking Engineer, and Independent Safety Assessors.
- Ensure the buildability of the proposed design and suitability of materials.
- Coordinate engineering efforts in assigned areas between specialty and other engineering groups or disciplines, with the client, suppliers, and
- Coordinate with civil, structural, environmental, and MEP teams to ensure integrated design solutions within the framework of Bechtel / Client requirements.
- Ensure compliance with local codes, international standards (e.g., ASCE, AWWA, ISO), and client requirements.
- Conduct technical reviews and value engineering assessments in consultation with client appointed design consultants.
- When directed, shall participate in design workshops with relevant design consultant, stakeholder meetings, and interdisciplinary coordination sessions.
- Monitor design risks and implement mitigation strategies Provide technical support during construction and respond to RFIs related to wet utilities.
- Ensure compliance with the Customer’s project governance procedures & requirements.
Education and Experience Requirements:
- Requires bachelor's or master's degree in mechanical engineering, with overall 15 -20 years of experience and 8-10 years of relevant experience in big infrastructure project.
Required Knowledge and Skills:
- Experience in managing the design/installation/operation/maintenance of District cooling/Water / Wastewater treatment plant, pumping stations and desalination plants.
- Experience in Hydraulic design, modelling, surge analysis, design of large diameter pipe & valve for potable water network and district cooling plant.
- Experience in both design-build and design-bid-build forms of procurement with contractors and consultants.
- Experience in field construction and inspection for initial acceptance.
- Knowledge of relevant codes and standards pertinent to the discipline.
- Thorough knowledge of discipline engineering techniques, the design of engineered systems and design calculations.
- Knowledge of current computer applications for engineering and design including appropriate knowledge of CAD (both 2-D and 3-D) e.g. AutoCAD, MS Word and Excel for managing design review.
- Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
- A professional license from a recognized licensing or registration board is preferred.
- Strong organizational, communication, and interpersonal relationship skills at varying levels of the organization.
- Ability to work effectively under pressure with changing priorities and deadlines.
- Demonstrated ability to effectively influence outcomes and escalate issues appropriately.
- Previous, related, working experience in the middle east is highly preferred.
- Experience of working within a multicultural, highly diverse team environment is essential.
- Possesses a working knowledge of BIM processes, including experience designing projects in BIM platforms, particularly Revit and Navisworks.
