Project Overview
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and subcontractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Job Summary
This job supports the development, maintenance and monitoring of Risk Management for the Royal Commission in Jubail and the Royal Commission in Ras Al Khair. The main focus of the role is Risk Management, in the context of crisis and disaster management. The post holder will be responsible for supporting the creation, development, maintenance and monitoring of risk management arrangements aligned to an annual work program and in compliance with ISO 31000:2018. In addition, the post holder will be expected to gain experience in Business Continuity Management and Resilience, supporting their activities where appropriate, which will expand their overall Crisis and Disaster Management experience.

Major Responsibilities
- Support the delivery of Risk Management in the context of crisis and disaster management.
- Support the creation, development, maintenance and monitoring of risk and preparedness assessments for all hazards.
- Undertake the development, maintenance and review of Risk Registers for cities and sectors.
- Support the delivery of workshops and training to all sectors and other stakeholders as required.
- Review risk and preparedness assessments in support of resilience and business continuity management work.
- Review local, national, and international hazards, identifying new risks that may have an impact for the Royal Commission.
- Work with and across all sections of the Crisis and Disaster Management Department to ensure continuity of services and workloads.
- Assist in the development, design and delivery of training and exercises including the learning lessons process.
- Review and update individual and section workplans.
- Develop and maintain governance on Risk Management methodologies, policies and procedures, aligned to ISO 31000:2018 Undertake work as required for National level submissions.
- Represent the Crisis and Disaster Management Department at various meetings as required.
- Collaborate with other entities as required.
- Respond to emergencies, crises or disasters as required.
- Attend training as required.
- Assist with requests from the Director of Crisis and Disaster Management Department.
- Other related tasks as assigned.
- Bachelor degree from an accredited institution.
- Some experience, 1-3 years of Risk Management experience is essential.
- Some experience, 0-2 years of Crisis and Disaster Management is desirable.
- Member of an internationally recognized Risk Management accredited organization is desirable.
- Have good written, verbal and interpersonal skills in both Arabic and English.
- Ability to balance work requirements from multiple sources.
- Ability to work within a culturally diverse organization, recognizing and respecting differences.
- Competent in the use of Microsoft Office applications, including Work, Excel and Powerpoint.
- Knowledge of Royal Commission structure is desirable.
- Knowledge of the principles of risk management.
- Awareness and understanding of the requirements of ISO 31000:2018
- Ability to manage priorities and take on additional evolving responsibilities.
- Good presentation skills in the delivery of training to a diverse audience.
