Your Role

The RECO must be adept at managing cross-border compliance risks, aligning with Middle east regulations, country-specific requirements, and global compliance expectations. The RECO ensures Carrier’s policies, procedures, and ethical standards are embedded across diverse business operations and jurisdictions, tailoring compliance strategies to fit both mature and emerging markets.

This position requires strong business acumen, fluency in regulatory landscapes across EMEA, fully aligned with DOJ guidance and Carrier’s global framework and the ability to drive a consistent ethical culture while exercising independent authority.

The RECO serves as the independent regional authority for oversight and implementation of ethics and compliance across multiple site/business units within the region.

The RECO holds a dotted reporting lines to the Chief Compliance Officer (CCO) or equivalent, with a dotted-line relationship to regional business leadership to ensure collaboration without compromising independence.

RECOs must be capable of performing the following essential functions:

Focus on Middle East regulatory frameworks alongside Middle East and African regulatory nuances. Experience managing compliance across diverse legal systems, balancing Middle East harmonization with local market complexities. Strong focus on anti-corruption, conflicts of interest, human rights (supply chain due diligence), and trade compliance. Significant stakeholder management across the Middle East and Africa regions. Engagement with regional leaders and local ethics officers across highly diverse regulatory environments (developed and emerging economies). RECOs must be prepared to receive complaints, concerns, and allegations regarding Carrier business activities and conduct within Carrier facilities, including without limitation discrimination, harassment, theft, embezzlement, fraud, data privacy concerns, and violations of policy and applicable law. Provide leadership to the Global Ethics & Compliance organization at the regional and local levels; Possesses the unrestricted authority to review, investigate, and recommend remediation for potential ethics and compliance violations across all regional operations. Empowered to escalate concerns directly to the corporate compliance leadership or senior executives, when necessary, without interference from local or regional management. Actions as a visible and accessible compliance leader, capable of intervening in high-risk activities and advising on business decisions that could impact compliance obligations. Experience conducting independent investigations with minimal supervision. Comfortable operating with autonomy in a matrixed organizational structure. Proven track record of securing leadership support of compliance initiatives through data-driven advocacy. Leverage Carrier’s global compliance systems (e.g., case management, learning platforms). Supports the selection, appointment, development and continuous training of LECOs, ensuring access to ongoing professional development and subject matter expertise to address local and regulatory changes. Through effective oversight and training of LECOs, administer the Code of Ethics and compliance programs on a regional basis; Serve as an interpretive resource to regional management and other employees regarding ethics and compliance issues, specifically to include interpretation of the Carrier Code of Ethics and Carrier Policies; Actively support the business providing guidance on their potential projects (invitations, gifts, participation to trade shows) to ensure Compliance with Carrier policies Review and approve Gifts and invitation requests from business Coordinate and oversee distribution of the Code of Ethics and the implementation of adequate training/educational programs on Global Ethics & Compliance. Training/educational programs should include all levels of management and employees; Promote Carrier’s Speak Up program across all regions; Ensure consistent documentation, root cause analysis, and disciplinary action; Support compliance monitoring activities including audits and self-evaluations through close coordination with other functional disciplines; Compile and assess data regarding program activities, including information related to training as well as allegations and investigations; Share information with LECOs, management and the functional disciplines (as appropriate), regarding trends and risk areas associated with compliance and ethics; Assure that alleged violations of the Code are investigated (either personally or by others) competently and with appropriate independence. When necessary, utilize the assistance of other departments or outside resources. Participate in the review process for significant Code violations, in consultation and coordination with the Human Resources Department, the Legal Department and others in management; Oversee and work to enhance the professionalism of LECOs in all aspects of their responsibilities. Otherwise support the performance of other tasks as assigned; Seek continuous improvement and use Carrier Excellence tools to analyze past events (including root causes) in order to improve systems and controls; Perform to a standard of excellence, setting a personal example of exemplary conduct.

Required Qualifications & Experience

  • Bachelor’s degree required; advanced degree (JD, MBA, Master’s in Compliance or Law) strongly preferred.
  • 10+ years ethics and compliance experience, with 5+ years in regional leadership roles within multinational organizations.
  • This role is only for Saudi Nationals
  • Multi-lingual capabilities preferred to effectively engage with employees in regional languages.
  • Demonstrated independence and ability to influence senior leadership.
  • Proven experience with regional risk assessments, investigations, and compliance program implementation.
  • Experience managing compliance budgets and advocating for program resources.
  • Proficient in compliance technologies (e.g., case management, data analytics).

  • Travel up to 30-50%, including to Carrier’s global headquarters and regional sites.
