JOB DESCRIPTION

The Organizational Setting

The cooperation provided under the ICAO CDI technical project aims to support the GACA sectors with its commitment to provide efficient and cost-effective safety oversight on civil aviation activities in the Kingdom of Saudi Arabia.

Major Duties And Responsibilities

Function 1 (incl. Expected results)

Air Law Expert (OPAS) Will Be Under The Direct Leadership And Supervision Of The Aviation Consulting Manger At The General Legal Department Within GACA Which Is Under The President Oversight. He/she Will Be Assigned To Carry Out The Following Duties And Responsibilities Established Within This Specific Job Description As Follows:

  • Plan, develop, implement and coordinate on Air Law activities of international organizations.
  • Work to protect the legal rights and obligations of GACA, by making sure that all contracts and agreements are compatible with the International Air Laws and Regulations.
  • Drafting and reviewing contracts on the legal aspect and writing legal documents.
  • Provide legal advice.
  • Provide legal advice on taxation issues, and aviation litigation and claims.
  • Prepare and supervise a program for training for Saudi personnel in Air Law domain.
  • Review, draft and advise GACA participation in international conventions and agreements.
  • Review draft replies to the queries and questions concerning Air Law and the Saudi Civil Aviation Law and its regulations.
  • Provide legal explanations and advice on such issues where clarifications are needed.
  • Perform other related duties as assigned.
  • Represents GACA’s Legal Dept. at meetings.
  • Draft and review regulations.
  • Draft and review legal instruments.
  • Conduct legal studies and research.
  • Conduct legal benchmarking and best practice.
  • Conduct legal analysis.
  • Create legal content about Air Law at international and national levels.
  • Any other legal matters.


Impact of The Outcome of the Position

The cooperation provided under the SAU22801 Project aims to reinforce GACA's capacity to provide safe, efficient, and cost-effective civil aviation services through the input of ICAO Advisers and Consultants in specialized disciplines to: address specific problems arising from the introduction of new technologies; develop manpower and training plan, as well as a career progression plan, which will provide sound guidance for management decisions affecting the hiring, training, promotion and retention of its highly trained personnel.

The incumbent of the position facilitates the implementation of ICAO requirements in air law and associated guidance material including audit, oversight, and inspection of service providers certified in accordance with GACA requirements.

Qualifications And Experience

Education

Essential

  • University degree in Aviation Law, or relevant academic qualifications.


Desirable

  • Master of Law degree is preferable.


Professional experience

  • Minimum 10 years’ experience in Aviation Law.
  • Well conversant with International Air Law.
  • Expert in United Nations Agencies and other international organizations rules regulations, Standards and Recommended Practices.
  • Knowledge of contract drafting principles and applications.
  • Expert in Cape Town Convention.


Languages

Essential

  • A professional command of oral and written English is essential.


Desirable

  • A working knowledge of Arabic is an asset.
