Project Overview

Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments. In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports. Saudi Arabian Bechtel Company has been appointed to provide project management consultancy services (including technical, commercial, and construction management) for the development of a state of the art international airport in the city of Riyadh, Kingdom of Saudi Arabia.

King Salman International Airport will have a capacity of up to 120 million travellers by 2030 and 185 million travellers by 2050, and the capacity to process up to 3.5 million tons of cargo by 2050.

Bechtel will provide PMC services for three new terminals; Terminal 6 is a new build ‘low cost carrier’ – hyper efficient terminal with gross floor area of ≈450,000m2, capacity of 20mppa; Iconic Terminal is a new build ‘new concept’ terminal with gross floor area of ≈ 1M m2, capacity of 40 to 45 mppa, and Private Aviation Terminal and hangars for VIPs and business jet passengers.

Job Summary

In this role, you will lead a team of Systems Engineering specialists and be accountable for supervising and managing the work of the customer’s designers and contractors in the delivery of Systems Engineering design deliverables, including plans and procedures to ensure the successful integration of airport terminal systems including, but not limited to, active data and voice networking, data centers, access control, surveillance and intrusion detection, passenger processing and resource allocation, dynamic wayfinding, aircraft auto-docking, foreign object debris detection, non-NAVAID airfield sensor systems, licensed and unlicensed wireless, baggage handling systems, passenger boarding bridges, flight information display systems, automated people mover systems, vertical & horizontal transportation systems, MEP systems, Fire & Life Safety systems and BMS & SCADA systems.

You will coordinate and collaborate with other teams such as the Terminal Delivery teams, Stakeholder Management, Contracts & Procurement and Start-up/Commissioning as required through all stages of the Project life cycle.

Major Responsibilities

• Plans, schedules, and conducts detailed phases of engineering work for Systems Engineering on medium to large-sized projects or complex projects that require major systems engineering effort and may be assigned responsibility for multiple smaller projects within a global business unit.
• Prepares and provides oversight for processes and procedures pertinent to Systems Engineering, including Requirements Management, Technical Risk Management, Configuration Management, Reliability, Availability, Maintainability, System Specification
• Development, Compliance, Verification, Interface Management, Design Integration, Technical Reviews, Validation, and Handover.
• Performs technical reviews of contractors' systems engineering processes and procedures, system architecture diagrams, and other project-relevant systems engineering deliverables.
• Supervises, coordinates, and reviews the work of Systems Engineering personnel, estimates staffing needs, schedules work, and assigns resources accordingly.
• Supports the development of systems architecture and systems integration baseline tools and reports.
• Supports the development of contract scope and technical criteria related to airport systems engineering, integration activities, deliverables, and associated tools.
• Coordinates system technical issues with Start-Up and Commissioning teams to support Operational Readiness.
• Supports the production of verification packages to facilitate turnover of completed airport systems and facilities.
• Monitors and reports on the progress and performance of the Customer's designers and contractors.
• Coordinates with the Stakeholder Management team to ensure all required permits and approvals are obtained in a timely manner throughout the project lifecycle.
• Supports the Start-Up and Commissioning team from project inception to ensure start-up, commissioning, and handover requirements are addressed early in the design process and supports the execution of system integration testing during project delivery.
• Acts as the liaison with Customer representatives as the subject matter expert and accountable individual for delivery of systems engineering documentation.
• Undertakes audits, prepares reports, and presents findings regarding designer, contractor, stakeholder, and project team adherence to engineering processes and policies.
  
  

Education And Experience Requirements

• Requires a bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.
• Professional accreditation in the field of systems engineering, eg CSEP or equivalent.
  
  

Required Knowledge And Skills

• Thorough understanding and proven experience in the application of systems engineering principles.
• Familiarity with codes and standards related to systems engineering eg IEEE 1220-2005, ISO/IEC 15288.
• Knowledge and experience with airport systems including active data and voice networking, data centers, access control, surveillance and intrusion detection, passenger processing and resource allocation, dynamic wayfinding, aircraft auto-docking, foreign object debris detection, non-NAVAID airfield sensor systems, licensed and unlicensed wireless, baggage handling systems, passenger boarding bridges, flight information display systems, automated people mover systems, vertical & horizontal transportation systems, MEP systems, Fire & Life Safety systems and BMS & SCADA systems.
• An understanding of current innovations in airport systems, including applications of AI, is highly desirable.
• Understanding of airline industry and international regulatory codes, standards and design criteria relating to airport design
• Experience with integration of systems into airport command and control structures
• Knowledge of interface management and the management of system to civil and system to system interfaces
