House of Consulting Office for Consulting Engineers Co. (HCO) is a leading multidisciplinary consulting engineering firm in Saudi Arabia, providing integrated architectural, engineering, planning, and project management consultancy services. We deliver comprehensive solutions that support clients throughout the entire project lifecycle.

We are currently seeking an experienced Quality Assurance / Control Manager to join our team in Riyadh and support the delivery of a major high-rise construction project.

Key Responsibilities

  • Monitor and oversee the implementation of the Contractor’s Quality Management Plan (QMP).
  • Ensure compliance with project specifications, contractual requirements, quality standards, and applicable regulations.
  • Implement and maintain Quality Management System (QMS) procedures.
  • Conduct quality audits, inspections, and surveillance activities throughout all project phases.
  • Review Inspection & Test Plans (ITPs), method statements, material submittals, and quality documentation.
  • Manage Non-Conformance Reports (NCRs), corrective actions, and preventive actions.
  • Coordinate with clients, contractors, consultants, and project teams to resolve quality-related issues.
  • Monitor project quality performance and prepare quality reports.
  • Support continuous improvement initiatives and ensure quality objectives are achieved.

Qualifications & Requirements

  • Bachelor’s degree in engineering or related field.
  • Minimum 10 years of experience in construction projects, preferably within the GCC.
  • Minimum 5 years of experience in a management role.
  • Recognized Lead Auditor qualification is mandatory.
  • Proven experience in high-rise development projects.
  • Strong knowledge of Quality Management Systems, ISO standards, and construction quality requirements.
  • Experience in monitoring Contractor’s Quality Management Plans.
  • Excellent leadership, communication, and stakeholder management skills.
  • Previous experience with PMC organizations is preferred.
  • Fluent in English; Arabic is an advantage
