Responsibilities



  • Manages a team of HR and Academic Personnel (AP) professional staff.

  • Provides leadership and strategic direction.

  • Hires, evaluates and develops highly effective HR and AP professionals with the ability to optimize resources, build efficiencies, and respond rapidly to highly complex challenges where solutions may not be obvious.

  • Responsible for the employment and selection, training, development, performance management and evaluation, counseling, and discipline of assigned staff.

  • Monitors employee performance, provides direction, coaching and assistance as needed.

  • Proactively engage and advise senior management on matters concerning several functional areas, division and/or customers.

  • Advises on controversial situations; conducts highly complex and varied analyses of issues or concepts; develops course of action and identifies potential implications and exposure to potential liability.

  • With expertise in strategy, integration, planning, and communication, guides and advises the Dean, Associate and Assistant Deans, senior managers and supervisors on methods, approaches, and best practices for administering academic and staff personnel policies, programs and procedures.

  • Through subordinate staff, counsels and advises on sensitive and difficult to resolve issues and approves remedies and potential changes to division-wide practices and procedures.

  • Serves as primary contact with the law school faculty appointments committee.

  • Aligns with campus Human Resources, Academic Personnel & Berkeley Regional Services to develop and lead strategies and solutions that support short and long-term division-wide goals.

  • Provides strategic guidance and innovative solutions to the Dean, Associate and Assistant Deans, senior administrators, faculty, and subordinates within the university guidelines; oversees those who manage unit resources.

  • Develops and implements long-term strategic plans, policies and practices to achieve divisional objectives.

  • Provides perspective on the impact of initiatives and makes recommendations and implements decisions on issues (operational and budget processes, staff FTE, finance, human resources, compensation, and space planning) that have - division-wide impact.

  • Oversees analysis and policy development for issues and processes for the division.

  • Establishes procedures and practices which promote consistent interpretation and application of AP & HR policies, statutory regulations, and programs.

  • Provides perspective on impact of UC policies and initiatives division-wide and examines policy issues and strategic plans with both short-term and long-term perspectives.

  • Serve as division-wide expert in developing and executing strategies to address complex labor relations issues and grievances; settlement agreements, and employee relations issues that have significant consequences and impact up to and including legal actions.

  • Conduct workplace investigations.

  • Works with direct manager, other campus leadership, Central Human Resources, Academic Personnel Office, Berkeley Regional Services, and assigned staff; represents the unit in campus meetings and occasionally at system wide meetings on matters pertaining to academic and staff personnel policies and practices.

  • Leads work teams of HR and Academic, professionals, supervisors or managers across a large and complex professional school/division servicing graduate and undergraduate programs, multiple interdisciplinary research centers and institutes, clinical and skills programs, international degree programs, executive education programs, and on-line education programs located on and off the campus requiring a high degree of coordination and customer service responsiveness.

  • Manages, through subordinate staff, the coordination of activities of a department with responsibility for results in terms of costs, methods, and employees.

  • May determine HR functional objectives for the division and coordinate with the campus, and develop long-term strategies for achieving those objectives.

  • Participate in the division-wide strategic planning process.

  • Works within the allocated budget and prepares and manages the annual budget.

  • Collaborates with divisional leaders to assess various initiatives and/or programs (e.g. American Bar Association (ABA), faculty & staff compensation (CCI), on-line education, Berkeley Regional Services (BRS), etc.) and their impact on the school and our national rankings and reputation.

  • Responsible for developing and approving work environment goals and initiatives that seek to develop and foster a diverse and inclusive workforce.

  • Promotes and incorporates best practices in diversity, equity, inclusion, and belonging into HR initiatives and programs.

  • Engages in professional development and training opportunities as needed.

  • Performs additional duties within the scope of this classification as assigned.



Required Qualifications



  • Broad knowledge of organizational and systemwide personnel policies and applicable laws and regulations.

  • Thorough knowledge of and/or ability to learn about campus and system-wide personnel policies, labor contracts and applicable laws and regulations including senate and non-senate academic personnel.

  • Direct knowledge of specific functions in a university's HR and AP management information systems.

  • Excellent communication skills with a diversity of communication styles; may make oral or written presentations.

  • Ability to make decisions regarding hiring, evaluating, and development of subordinates; ability to determine the best way of achieving unit goals.

  • Strong management skills that include collaboration, coaching and developing subordinates; ability to build relationships and interact effectively with diverse audiences.

  • Thorough understanding of the unit goals and ability to determine the best way of achieving/supporting unit goals.

  • Demonstrated ability to handle extremely difficult or volatile situations / individuals effectively.

  • Excellent communication and diplomatic skills specific to dealing with complex faculty appointment committee deliberations.

  • Excellent strategist with the ability to navigate difficult situations and develop successful outcomes.

  • Excellent knowledge and experience related to employee and labor relations.

  • Must demonstrate political acumen, tact, diplomacy, initiative and demonstrate high productivity and effective time management skills.

  • Solid knowledge of or experience with budget preparation, management, and control.

  • Requires a high degree of originality, adaptability, confidentiality, and discretion.

  • Frequently requires creative analytical approaches, the ability to take established policies or procedures and to apply them or treat them in new ways to solve a changing set of problems.

  • Ability to assume unstructured or partially structured problems, and determine relevant factors to arrive at a sound conclusion.

  • Ability to stay abreast of current trends in higher education, particularly in the area of legal education.

  • Ability to balance analytical and conceptual thinking and relate short-term actions to long-range plans.

  • Excellent computer/technical skills and demonstrated experience and understanding of administrative/human resource information management systems, software programs and reporting systems.

  • Ability to quickly learn and adapt to new systems.

  • Ability to manage confidential information with tact and diplomacy.

  • Demonstrated commitment to and understanding of diversity, equity, inclusion, and belonging (DEIB), and ability to apply and integrate core concepts of DEIB into everyday practice.

Education/Training:



  • Bachelor's degree in related area and / or equivalent experience / training.

  • Progressively increasing responsibility and experience in providing and managing human resources in a complex, multi-functional organization at a strategic level.

  • Supervisory/Management experience with demonstrated skills to effectively select, train, evaluate, lead, direct, guide and motivate professional staff to produce high quality work.



Preferred Qualifications



Licenses/Certifications:



  • SHRM Senior Certified Professional.

  • (SHRM-SCP), SHRM Certified Professional.

  • (SHRM-CP), and/or certification in Human resources.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience









The budgeted salary that the University reasonably expects to pay for this position is $146,800.00 - $180,000.00, not to exceed $192,300.00



  • This is a 100% full-time (40 hours per week), career position that is eligible for full UC benefits.

  • This position is exempt and paid monthly.

  • This is a hybrid position, eligible for 20% remote capability.
