The Georgia Public Library System is located in Atlanta. The Georgia Archives is located in Morrow. The State of Georgia Records Center is located in Austell.

Job Summary

The USG is accepting applications for the Director - Portfolio Transactions position within for the Office of Fiscal Affairs, Finance Department. Thi s position is responsible for managing and/or preparing all financial analyses, executive summaries, legal and financial documents associated with refinancing and new bond transactions and/or alternative financing structures. This position supports/leads all financing and management activities within the Finance department.


  • Support the Finance Associate Vice Chancellor and other team members in the timely completion of all financings and ensure that all transactions follow University System of Georgia, “USG”, Board policies and procedures.

  • Manage transactions including meetings, and communications with all internal and external stakeholders engaged in the financing of Public Private Venture projects.

  • Engage and review all rating agencies presentations by institutions/foundations and Broad of Regents – University System of Georgia, “BOR-USG”. Help build confidence and reliance with BOR-USG, reports, and data with all stakeholders.

  • Working with Accounting and Reporting, manage and track USO and individual institutions debt ratio.

  • Along with the Finance Data Manager, analyze, and provide timely updates to Public Private

  • Partnership, “PPV” debt and lease information in Finance database. Serve as the co-owner of the database.

  • Lead ongoing portfolio management tasks for entire PPV Portfolio including annual cash flow collection and analysis, USG PPV 5-year business plans review and budget hearing data submittal.

  • Serve as primary liaison for reporting and coordination with all foundations and institutions.

  • Assist in analyzing, devising plan of action, and implementation of strategies for any non-performing assets.

  • Prepare documents supporting internal budget hearing meetings and provide analysis based on most current data submitted by the institutions.

  • Ensure that all BOR-USG Board policies and procedures are followed. Write updates to policies and procedures.

  • Service as liaison with Accounting and Reporting and inform Finance team for all new accounting pronouncements and rulings that impact the PPV/Public Private Partnership, “P3”, portfolio.

  • Keep abreast of new financing alternatives, municipal bond market, and interest rate trends.

  • As needed, assist in the preparation of analyses, presentations and reports to BOR-USG Board, senior leadership, institutions, foundations, and internal and external stakeholders.

Preferred Qualifications

  • Bachelor’s Degree in Finance, Business, Accounting, or related fields of study with minimum of 5+ years of progressively responsible experience. Master’s degree in finance, real estate, accounting, or related areas preferred.

  • Knowledge of real estate financing, management of real estate owned by USG foundations, and/or tax and tax-exempt bond financing preferred.

  • General understanding of the USG Public Private Venture financing, legal and ownership structure, and operations

  • Proficiency with MS Excel, MS PowerPoint, MS Word, Banner, PeopleSoft

  • Experience in leading teams of individuals and stakeholders focused on a primary objective.

Knowledge, Skills, & Abilities

  • Strong knowledge and interest in real estate financing, real estate accounting and portfolio management of real estate.

  • Proficient in managing, analyzing, and preparing financial data and presentations.

  • Strong analytical skills and ability to read, interpret and present financial/real estate and accounting data.

  • Previous experience in developing and reviewing financing documents, proformas and legal documents associated with financing transactions.

  • Ability to work with highly skilled and technical teams, problem-solve, consensus-building techniques.

  • Comfortable in speaking with USO staff, USO institutional and foundation staff and USO Senior Leadership.

  • Strong proficiency in Microsoft Office Skills including Excel, PowerPoint, Word, SharePoint.

  • Preferred experience with PeopleSoft, governmental accounting, and Banner.

  • Strong written/verbal communication.

  • Excellent organizational and data management skills.
