This position reports to the Associate Director Senior of Operations and Support and is responsible for providing leadership and coordination for division-wide projects and initiatives delivered by the Division of Benefit Programs. In addition, this position collaborates, builds and maintains relationships with external and internal partners/stake holders to successfully implement Benefit Programs projects/initiatives across the enterprise. As a Program Lead, this position is also responsible for developing federal and state plans, contract and procurement functions, and monitoring for compliance for the assigned projects/initiatives. Additionally this position coordinates disaster planning for the Division of Benefit Programs

Minimum Qualifications

  • Knowledge of the operations and workings of the Commonwealth’s state supervised and locally administered social services system.

  • Demonstrated success in establishing and maintaining cooperative partnerships with external and internal partners/ stakeholders.

  • Highly organized and detailed oriented.

  • Knowledge of public assistance programs delivered by the Virginia Department of Social Services.

  • Ability to lead projects, develop project plans, and implement projects/initiatives.

  • Ability to interpret and apply Federal/State policies and regulations.

  • Ability to communicate effectively, orally and in writing, including delivering presentations to a variety of audiences.

  • Demonstrated ability to work with cross-functional teams to address operational gaps, define solutions and deliver benefits in an accurate, timely and cost-effective manner.

  • Experience working with Public Assistance Programs

  • Experience in Project Management

Preferred Qualifications

  • Master’s Degree from an accredited college or university with preferable coursework in Public or Business Administration, Human Services, Project Management, Organizational Leadership or other related field.

  • Project Management Professional (PMP) certification or Commonwealth of Virginia Project Management certification for major projects.

  • Experience with the Commonwealth’s contract and procurement policies and procedures.

  • Knowledge of Commonwealth’s contract and procurement policies and practices.

  • Ability to manage contracts and developing requests for proposals (RFPs).
