The Office of Technology and Innovation (OTI) oversees all Citywide technology, privacy, cybersecurity, infrastructure, and telecommunications to ensure the security of, and enhance, City operations and service delivery to New York City's residents, businesses, employees, and visitors. As the City's technology and innovation leader, OTI is responsible for operating, maintaining and securing IT infrastructure and systems that touch every aspect of City life from public safety to human services, from education to economic development crossing the full spectrum of governmental operations



The person who will be most successful in this role will have a deep understanding of government digital service organizations, government procurement and hiring practices and policies, a strong commitment to human centered design and agile development, and experience running multi-disciplinary delivery teams in large organizations.



The NYC Digital Service, part of Strategic Initiatives within the Office of Technology and Innovation (OTI), is the organization charged with streamlining technology operations across the city and revolutionizing how New York City uses digital tools, approaches to doing business, and how it provides services to its residents and visitors.



Described by Georgetown University’s Beeck Center for Social Impact and Innovation as one of the United States’ most high-impact Digital Service teams at the municipal government level, we have a new mandate and are undergoing a once in a decade transformation



About the Role

The Assistant Commissioner for Digital Services is tasked with being the senior leader driving the continued growth, the strategic direction, and increasing the impact of the NYC Digital Service. This crucial leadership role will report to the Deputy Commissioner for Strategic Initiatives and is the person primarily responsible for leading and expanding the adoption of digital-era best practices across the City of New York. The role will consist of 3 focus areas:



Run and expand the NYC Digital Service



  • Lead the development of the digital services portfolio across City agencies;

  • Collaborate with agency leaders including Commissioners, Deputy Commissioners, Chiefs of Staff and CIOs;

  • Oversee teams that build user-centered digital products and online services;

  • Directly manage a team of up to 10 FTEs plus contractors;

  • Ensure adoption of agile methodologies;

  • Set clear targets for projects and measure results;

  • Oversee project sourcing and selection;

  • Report to leadership within OTI.



Oversee and support the Design Practice



  • Oversee and support the Design Practice;

  • Oversee the Design Practice of up to 7 FTEs plus contractors, including the Chief Design Officer;

  • Oversee and support the Chief Design Officer in their efforts to establish a citywide design practice, design system, and digital rebranding efforts;

  • Support the creation, measurement, and implementation of a citywide user research lab, design services, design office hours, and other efforts initiated by Chief Design Officer.



Drive thought leadership on Digital and Design



  • Amplify NYC’s position as a leading digital service team at the national and international digital government movement, in particular, with regard to supporting recruitment efforts;

  • Communicate complex concepts effectively in writing and verbally with staff;

  • Speak publicly on behalf of the City, as needed;

  • Collaborate with academic partners on research and case studies, as needed;

  • Write thought pieces for city owned and approved partner sites that advance NYC as a global leader for municipal government digital transformation.








Minimum Qual Requirements





1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field; or

2. An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in "1" above; or

3. Education and/or experience equivalent to "1" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in "1" above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.






Preferred Skills





The preferred candidate should possess the following:



  • Experience with strategic ownership and engaging executives and other stakeholders;

  • Experience working in City government on complex projects with multiple stakeholders;

  • Problem solver with the ability to identify, analyze, classify and prioritize issues and their solutions;

  • High degree of confidence and briefing skill, and comfortable fielding questions and articulating project/program details in front of senior leadership;

  • Outstanding collaboration and team building skill;

  • Advanced experience using Microsoft Project, Excel, and PowerPoint;

  • Ability to manage multiple tasks under tight deadlines.

Hours/Shift
