Job Description:
The Worker Welfare / Employment Practices Manager will be responsible for overseeing and ensuring the highest standards of worker welfare and ethical employment practices applied by contractors and sub-contractors across all projects on The Line. This role requires a strong understanding of international labor standards, Saudi Arabian labor laws, and best practices in worker welfare management.
Key Responsibilities:
Develop and Implement Worker Welfare Strategies:
Lead the development and implementation of comprehensive worker welfare strategies aligned with international labor standards (e.g., ILO Conventions), Saudi Arabian labor laws, and Parsons' corporate social responsibility policies.
Ensure compliance with all applicable legal and regulatory requirements related to labor, employment, and human rights.
Oversee Recruitment and Onboarding Processes:
Monitor Contractor recruitment processes to ensure fair and ethical recruitment practices, including the prevention of human trafficking and forced labor.
Oversee the onboarding process for all workers employed on the Line, including providing clear information on employment terms and conditions, safety procedures, and available support services.
Manage Accommodation and Transportation:
Oversee the provision of safe and appropriate accommodation and transportation for all workers.
Ensure compliance with all relevant health, safety, and sanitation standards for worker living and transportation facilities.
Address Worker Grievances and Complaints:
Ensure an effective grievance mechanisms is established and managed by contractors to address worker complaints promptly and fairly.
Ensure worker complaints related to wages, working hours, safety, and other employment-related issues are investigated and resolved promptly.
Ensure appropriate corrective actions are taken to address root causes of worker grievances.
Monitor and Evaluate Worker Welfare Performance:
Conduct regular audits and assessments of worker welfare conditions and employment practices.
Track key performance indicators (KPIs) related to worker satisfaction, safety, and compliance.
Prepare regular reports on worker welfare performance for management and stakeholders.
Promote a Culture of Respect and Inclusion:
Promote a culture of respect, diversity, and inclusion among all workers.
Address any instances of discrimination or harassment promptly and effectively.
Foster positive and productive working relationships between workers and management.
Collaborate with Stakeholders:
Collaborate with internal stakeholders (e.g., project managers, safety managers) and external stakeholders (e.g., government authorities, NGOs) to ensure effective worker welfare management.
Build and maintain strong relationships with local communities and relevant government agencies.
Stay Informed and Adapt:
Stay informed of the latest developments in international labor standards, Saudi Arabian labor laws, and best practices in worker welfare management.
Continuously adapt and improve worker welfare programs based on evolving needs and best practices.
Qualifications and Experience:
Bachelor's degree in HR, or Engineering or a related field.
Minimum 10 years of progressive experience in worker welfare, labor relations, or human rights within the construction or engineering industry.
Strong understanding of international labor standards (e.g., ILO Conventions), Saudi Arabian labor laws, and relevant regulations preferred.
Proven experience in developing and implementing effective worker welfare programs.
Excellent communication, interpersonal, and negotiation skills.
