Water Capacity Monitoring Engineer

Job Purpose:

The job holder is responsible for carrying out the production, transmission, and distribution activities, ensuring the preparation of an emergency resource management plan, monitoring actual supply/demand vs. planned forecast, ensuring the implementation of a contingency plan when necessary, and reviewing all capacity monitoring reports for improvement purposes.

Key Roles and Responsibilities:

• Identify opportunities for continuous improvement of Capacity Monitoring systems, practices, cost optimization, and productivity & efficiency improvement.
• Ensures compliance with all applicable laws, rules, regulations, and standards within WTTCO and related functions such as but not limited to (HC, HSSE, Risk, Cybersecurity, etc..).
• Escalate problems to ensure case/issue is closed efficiently and in a timely manner.
• Ensure that all work is carried out efficiently, in line with the annual business plans, goals, policies, processes, procedures, and instructions.
• Participate in conducting production, transmission, and distribution activities by reviewing assigned KPIs for each parameter with the defined target.
• Follow up on developed reports reflecting IT systems performance and provide additional recommendations for system optimization.
• Participate in analyzing water quality and quantity transmitted through the used IT system, in addition to receiving daily reports from Transmission Systems.
• Participate in analyzing daily reports from Transmission Systems on water and electricity produced, ensuring satisfaction of demand forecast.
• Prepare an emergency resource management plan to fulfill demand in case of unplanned maintenance from the Transmission System.
• Analysis of planned outages to guarantee that demand can be satisfied or request to reschedule maintenance plans as needed.
• Notify upstream/downstream players of any planned transmission changes that may impact their facilities.
• Monitor the actual supply/demand vs. planned forecast, support the development of corrective actions, and facilitate their implementation.
• Monitor the evaluation of system reliability and capacity planning by ensuring that needed reports are issued for the improvement of standards, scheduling, and dispatch operations in the future.
• Analyze periodic reports related to all Transmission Systems performance, achievements, and action plans and suggest enhancements to identified areas of improvement.
• Investigate any incident that may arise, recommend corrective actions and follow-up on implementation, and solve related complex issues when needed.
• Participate in conducting the organization’s workshops and seminars for internal and external stakeholders to raise awareness about the importance of capacity monitoring.
• Identify operational inefficiencies and suggest additional improvements to enhance further operational strategy, policies, procedures, plans, etc.
• Identify disasters and potential issues that may affect the water system, the hazards associated with them, and the potential magnitude of the hazards, and provide recommendations if necessary.
• Conduct contingency plans for emergencies that include identified stakeholders involved in risk handling and ensure timely communication with relevant stakeholders.
• Implement contingency plans in case of emergency and regularly monitor response efficiency.
• Review reports detailing lessons learned and highlighting shortcomings and accordingly recommend improvements to emergency response.

Job Qualifications and Requirements:

• Bachelor's Degree in Engineering or relevant fields.
