In an effort to enhance the team in the CSM Saudi office the position will be based in Bahrain and/or Dammam. Columbia is looking to hire a motivated Operations Director to have overall supervision of Offshore Fleet Daily Operations in order to ensure assigned offshore assets are adequately and competently manned and operated within the prescribed budget and specific commercial operation.

Your Tasks
- Supervise the daily routine operational activities of the Offshore vessel’s Fleet Wide, ensuring all activities and functions of the fleet coincide and function as soon as possible;
- Maintain regular communications with the vessel Captains supporting them in their duties and providing them with specialist advice relating to current and future projects;
- Ensure that client relationship is pro-actively developed by continually improving the level of service provided in accordance with the management agreement and relative offshore industry guidelines;
- Manage and control the split of responsibilities between various departments and entities;
- Monitor the appointment of personnel to vessels in accordance with procedures, agreed terms & conditions of employment and specified experience and training/qualification matrices;
- Monitor vessel manning levels ensuring full compliance with relevant international and Flag State legislation, Union agreements ensuring, in consultation with the Fleet Manager, the levels are compatible with the vessel's maintenance needs, trading patterns and owner requirements;
- Assist in the preparation of budgets and ensure adherence to those budgets through effective cost control;
- Monitor crew P&I claims and provide assistance to the Insurance Department as required;
- Overview and monitor the behavioral and operational performance of seafarers and play an active part in the development of their careers by utilising the information in Appraisals, Seafarer;
- To act as a member of the Emergency Response Team during an emergency;
- In addition to STCW and statutory requirements make recommendations regarding non-certification related crew training and provide assistance as required to the Group Training & Planning Manager in the effective implementation of crew training programmes;
- Interview and brief senior officers on Operations matters during office attendance;
- Any other duties as specified to meet individual operational requirements;
- Implementing Company and departmental strategy;
- Ensuring departmental compliance with Company, Client and relevant legislative requirements;
- Ensuring that personnel responsible for implementing and verifying work related to safety and pollution prevention are supported and managed;
- Developing targets and budgets to ensure Company and department goals and objectives are achieved;
- Reporting to the Managing Director the status of the vessels and projects;
- Communicating Company and department objectives to shipboard and shore-based personnel;
- Provide a culture that encourages the development, implementation and continuous improvement of the Safety Management System through commitment, leadership and allocation of resources to meet the objectives;
- Implement policies and procedures to ensure that each vessel conducts its operations in accordance with Company objectives;
- Ensure that all members of the departments a. are suitably qualified and/or experienced and provided training where needs are identified b. are aware of the scope of their responsibility and the limits of their authority c. work in accordance with Company policies and procedures;
- Assume overall accountability for the actions and functions of the company and ensure that the work of the department is carried out safely, economically, effectively and efficiently, and in compliance with all applicable national, international and classification society rules, regulations, Company policies and procedures
- Continuously monitor and review the functionality and performance of the company;
- Operations Director reports and is accountable to Managing Director Gulf Region.
