Job Description: Technical Operations Director
Global Development Services
OverviewThe Technical Operations Director will play a pivotal role in orchestrating the technical function of Global Development Services, spanning Cost Management, Project Controls, Development Management, and Development Advisory. This position is focused on project support, technical support for major bids and the development, maintenance, and enhancement of AI-driven initiatives and tools to elevate operational excellence and business performance across the organisation.
RequirementsExperience: Minimum of 15 years in a technical operations management role, preferably within a global, multi-disciplinary environment.
Extensive experience working on large scale projects, providing comprehensive support to Cost Management and Project Controls teams, ensuring robust delivery and governance across complex programmes.
A thorough understanding of RICS and PMI standards, with proven ability to apply these frameworks to drive best practices in project execution, cost assurance, and professional conduct.
Demonstrated experience supporting Development Management teams and their core functions, including programme oversight, design coordination, and stakeholder engagement to facilitate successful project outcomes.
Data Expertise: Experienced in structuring, transforming, analyzing, and approving project data for use within AI applications.
Involvement in technical aspects of cost management, project controls, development management, and advisory functions for all AI-generated outputs. For example:
Cost Management
Oversee data cleaning, approval, and integration processes to support the development of AI-driven project cost model generators.
Direct lifecycle cost analysis initiatives and standard outputs through the integration of AI-powered forecasting, benchmarking, and variance tracking to ensure accurate project budgeting.
Manage global AI controls for unit measurement, procurement, contracts, and change management to reduce risk and ensure compliance.
Deploy Cost Management global best practice procedures.
Project Controls
Project Scheduling & Automation: Oversee data cleaning, approval, and integration processes to support the development of AI-driven project schedule generators.
Risk Management: Implement risk assessment models, including AI-powered simulations, to predict and mitigate project risks proactively.
Change Control: Design automated change control workflows using AI to evaluate, track, and document project changes, minimising scope creep and ensuring data traceability.
Development Management
AI-enabled milestone tracking: Integrate intelligent systems to monitor key development milestones, flagging potential delays and recommending corrective actions.
Resource Allocation Optimisation: Utilise AI analytics to forecast resource requirements, allocate teams efficiently, and adjust plans in real time based on project progress.
Automated Reporting: Leverage AI tools to generate comprehensive development progress reports, ensuring timely stakeholder updates and data-driven decision-making.
Scenario Planning: Use AI-driven modelling to assess the impact of different development strategies, enabling informed choices and proactive risk management.
Development Advisory
Intelligent Feasibility Analysis: Use AI systems to conduct rapid feasibility studies, evaluating market trends, site constraints, and regulatory requirements.
Stakeholder Sentiment Analysis: Implement AI-powered tools to gauge stakeholder feedback from multiple channels, supporting tailored engagement strategies.

Certification: Demonstrable experience in implementing and certifying management systems to ISO 9001, ISO 18001, and ISO 45001 standards.
