Role Objective:

  • To oversee the process of design, engineering and the obtaining of building permits and governmental approvals such that these processes are executed in a professional, cost effective and timely manner without compromising the constructability of these designs.
  • To ensure the use of creative solutions that would reduce manpower requirements, cost and/or time for the completion of projects.
  • To ensure the transfer of job details and documents to the rest of the Company in a comprehensive and timely manner. Responsible for the training and development of all staff in the department.


Detailed Roles & Responsibilities:

STRATEGIC

  • Considers creative solutions to job requirements that would reduce manpower requirements, cost, and/or time.
  • Considers creative solutions to job requirements that would distinguish Company from other competitors.
  • Establishes Amana image as a leading design and build contractor in all industrial domain.
  • Establishes strong partnership with good design consultant in order to use them in design and built projects.
  • Builds up confidence with consultant to facilitate submission and authority approvals
  • Coordinates with the Personnel and Administration department for the recruitment and selection of Engineering personnel.
  • Develops and maintains a library of standard constructible details of least cost implications


OPERATIONAL

  • Assists and advises the Tendering department in Civil design issues during tendering.
  • Reviews and filters technical requirements of all signed contracts with the Business Development Manager and the Chief Estimator to fully understand the scope and contract requirements.
  • For Design/Build contracts, coordinates with the Business Development Manager/Sr. Engineering Manager in the selection and assignment of the Consultant.
  • For Design/Build contracts, manages the process of the activities of the consultant, client, and Amana in order to develop the compliant design as per the client requirements and obtain the approval of the authorities in the shortest possible time frame and within the Job estimate developed by the Tendering department for all jobs by utilization of all available resources.
  • Ensures the timely delivery of updated “Issued for Construction” drawings as needed by the Construction function and defined in drawing log.
  • Interfaces with clients, consultants, and authorities to ensure the quick approval of drawings compliant with the job requirements and contract.
  • Ensures the quick and delay-free issuance of all required permits.
  • Ensures that As Built Drawings for jobs are completed on a timely basis and as per the requirements of the Construction department.
  • Interfaces with the authorities for any requirements within the Company for information about plots, special buildings requirements and updates or any other information.
  • Ensures the Engineering function is up to date with changes in the international standards and design codes used in the market.
  • Performs site visits as needed to compare designs with actual site practices as well as to improve knowledge of practical building practices.
  • Responsible for the completion of the Engineering section of the End of Job Report.
  • Manages the process of scope clarity through RFI & workshop meetings with consultant/client to achieve clarity and traceability.
  • Ensures structural integrity and authority compliance of design.
  • Focuses on the “Opportunities/Risks” highlighted in kick of meeting to maximize on value engineering and authorities approval.
  • Supports Tendering department by providing technical design and advice to minimize the cost to help securing projects.
  • Coordinates with Engineering Manager - Civil and ensures that there are no discrepancies in the design/issued for construction drawings.
  • Monitors the subcontractors / works and raises suggestions for improvement in a timely manner.

PEOPLE MANAGEMENT

  • Oversees the responsibilities and staff in the Engineering function.
  • Trains and updates staff in the Company on government regulations and changes to them.
  • Responsible for the training and development of personnel in the Engineering Function.
  • Ensures development, review and improvement of his/her relevant division/department’s process and procedures.
  • Other duties and responsibilities as assigned by the Management.


Educational and Job requirements:

  • Bachelor of Science in Engineering (Architecture).
  • Experience: Minimum of 10 years (preferable in design-built Engineering and industrial projects)
  • Technical Skills: Computer skills especially in Architectural Engineering programs such as BIM, Navisworks, AutoCAD, communication skills in English language (read, write and speak) and LEED / PQP
  • Behavioral Skills: Professional development, teamwork, execution excellence, decision making, leadership, risk management, results orientation and communications skills
