Context

We are seeking an experienced Technical Director to lead and manage infrastructure projects from inception to completion. The successful candidate will be responsible for overseeing the design and implementation of projects, ensuring they are completed on time, within budget, and to the highest quality standards.This position is to be based at Riyadh, Saudi Arabia.

Missions/Main Duties

Operations

  • Ensure contract obligations with clients, including delivery schedule and quality, are achieved on design projects;
  • Coordinate all internal design production, locally and with the global production centers, as well as with external subcontractors; in coordination with Business Line Managing Directors, explore ways to improve staff utilizations and project profitability;
  • Support the KSA BU in the development and implementation of Mid-Term Plans (MTP) in accordance with Group and KSA BU goals and objectives to accelerate growth.

Project & Design Management

  • Oversee the preparation of technical design deliverables—ensuring quality, compliance, and commercial viability.
  • Coordinate with planning, architecture, engineering, and environment teams to deliver integrated solutions.
  • Manage design change, technical risks, and issues to project objectives.

Program & Financial Oversight

  • Plan and control project schedules, budgets, and resources; drive timely and cost-effective delivery.
  • Monitor project performance, implement corrective actions, and report progress at executive level.

Production

  • Ensure the optimum allocation of engineering resources on design projects, and control workload forecasts.
  • Lead workload follow up meetings with internal project managers and coordinate use of resource.

Proposal

  • In coordination with Business Lines and the BU Proposal Department, support the production of technical and financial proposals for design projects;
  • organize global production centers for tender preparations;
  • liaise with other production centers and transverse corporate groups;

People

  • Lead strategic recruitment, including the maintenance of a strategic recruitment list;
  • support the region in the management of resources and redeployment where applicable;

Report annually on the performance of staff, and recommend promotion / salary increase or otherwise, in collaboration with the KSA CEO, COO, and HR.

Profile/Skills

  • Minimum qualification of a Bachelor’s degree in the field of Engineering with experience in
  • Design Center Production within development (Client side) and / or multi-national Consultancy Firms.
  • At least 15+ years work experience in a senior managerial position in a Design Center Production field, is required;
  • Self-innovated, a leader, and able to work under no supervision in a heavy workload
  • environment. This will be beside a quality sense of defining management and administrative problems, collecting appropriate and related data to establish solutions.
  • Advanced knowledge of industry practices, regulatory agency requirements and industry standards, specifically in KSA.
  • Fluency in English required, proficiency in Arabic a plus.
