The Procurement Specialist is responsible for managing and executing the end-to-end procurement cycle for construction and engineering projects. With over a decade of experience, this role requires advanced knowledge of sourcing strategies, supplier negotiations, contract administration, and compliance with local and international procurement regulations. The specialist ensures that all materials, equipment, and services are procured on time, within budget, and according to project specifications and company policies.
Key Responsibilities:

Develop, implement, and manage procurement strategies aligned with project requirements and organizational goals.

Source, prequalify, and evaluate vendors, subcontractors, and suppliers to ensure compliance with technical, quality, and safety standards.

Lead tendering and bidding processes, including preparation of RFQs, RFPs, and bid evaluations.

Negotiate commercial and contractual terms with suppliers to achieve cost savings while ensuring quality and timely delivery.

Administer procurement contracts, ensuring compliance with FIDIC, Saudi law (if applicable), or other local regulations, and company policies.

Collaborate with engineering, project management, and construction teams to define material and service requirements.

Monitor supplier performance, resolve disputes, and manage claims in coordination with legal and contracts departments.

Maintain accurate records of procurement activities, including contracts, purchase orders, supplier evaluations, and cost tracking.

Identify opportunities for process improvements and cost optimization within procurement operations.

Ensure adherence to ethical procurement practices, sustainability requirements, and corporate governance.
Qualifications & Experience:

Bachelor’s degree in Supply Chain Management, Engineering, Business Administration, or related field (Master’s is a plus).

10+ years of progressive procurement experience in the construction and engineering sector, preferably with large-scale infrastructure, EPC, or consultancy projects.

Strong knowledge of contract law, international procurement practices, and Saudi/GCC regulations.

Proficiency in ERP systems (SAP, Oracle, or similar).

Advanced negotiation, vendor management, and stakeholder communication skills.

Strong analytical and problem-solving abilities with a focus on cost efficiency and risk management.

Professional certifications (CIPS, PMP, or equivalent) are highly desirable.
