Parsons is seeking an experienced and highly motivated Senior Quantity Surveyor to join our dedicated team working on the groundbreaking THE LINE project in NEOM. The successful candidate will play a critical role in the financial management and commercial success of this mega-project, ensuring robust cost control, accurate reporting, and effective contract administration.

Job Description
Parsons is seeking an experienced and highly motivated Senior Quantity Surveyor to join our dedicated team working on the groundbreaking THE LINE project in NEOM. The successful candidate will play a critical role in the financial management and commercial success of this mega-project, ensuring robust cost control, accurate reporting, and effective contract administration.
This is a unique opportunity for a seasoned professional to apply their expertise to a project of unprecedented scale and complexity, working alongside an international team of experts in a dynamic and challenging environment.
Key Responsibilities
- Cost Management & Control:
- Develop, implement, and maintain robust cost control systems and procedures for various work packages.
- Prepare detailed cost plans, budgets, and cash flow forecasts.
- Monitor project expenditure against budget, identify variances, and implement corrective actions.
- Conduct regular cost performance analyses and provide comprehensive reports to project management.
- Contract Administration:
- Review and understand contract documents (FIDIC knowledge highly advantageous).
- Manage change orders, variations, and claims, including detailed quantification and valuation.
- Prepare and negotiate interim payment applications, ensuring timely and accurate submissions.
- Assess and value work completed, materials on site, and prepare payment recommendations.
- Administer and manage contractual correspondence related to commercial matters.
- Procurement & Tendering:
- Assist in the preparation of tender documents, bills of quantities, and specifications.
- Evaluate tender returns, conduct cost analysis, and provide recommendations for award.
- Participate in contract negotiations with contractors and suppliers.
- Reporting & Communication:
- Prepare accurate and timely monthly cost reports, progress reports, and financial summaries.
- Provide expert commercial advice to the project team.
- Communicate effectively with clients, contractors, consultants, and internal stakeholders.
- Risk Management:
- Identify and assess commercial risks, propose mitigation strategies, and manage contingencies.
- Team Collaboration:
- Work collaboratively with engineering, construction, planning, and legal teams to achieve project objectives.
- Mentor and provide guidance to junior quantity surveyors, if applicable.
- Bachelor's degree in Quantity Surveying, Construction Management, Civil Engineering, or a related field.
- Minimum of 10 years of progressive experience as a Quantity Surveyor, with a strong emphasis on large-scale infrastructure or mega-projects.
- Demonstrable experience working on complex international projects, preferably in the Middle East.
- Prior experience with Parsons or similar large international consultancies is highly desirable.
- In-depth knowledge of FIDIC Forms of Contract is essential.
- Proven expertise in cost planning, budgeting, cost control, value engineering, and financial reporting.
- Strong experience in contract administration, including variations, claims, and final accounts.
- Proficiency in relevant software (e.g., MS Office Suite, particularly Excel; cost management software).
- Excellent analytical, problem-solving, and negotiation skills.
- Strong written and verbal communication skills in English.
- Ability to work independently and as part of a multi-cultural team in a fast-paced environment.
- Commitment to quality, accuracy, and adherence to project deadlines.
- Professional accreditation (e.g., RICS, CIOB, or equivalent).
- Experience with advanced cost management software solutions.
- Understanding of sustainable construction practices and technologies.
