Job Description

Parsons is looking for an amazingly talented Senior Quality Specialist to join our team! In this role you will get to oversee and manage all quality assurance and control activities on the Airport Development Project.

This includes developing and implementing the Quality Management Plan, performing inspections and audits, managing non-conformances, and ensuring compliance with all relevant standards and regulations. The ideal candidate will have extensive experience in quality management, strong leadership skills, and a focus on continuous improvement to ensure the highest quality standards throughout the project lifecycle.

What You'll Be Doing;

• Develop, implement, and monitor the project’s Quality Management Plan (QMP) to ensure compliance with project specifications, standards, and regulations.
• Review and approve quality-related documentation, including test plans, inspection reports, and procedures.
• Oversee quality control activities on-site to ensure that all construction work meets the project’s quality standards and requirements.
• Conduct regular inspections and audits to ensure quality practices are being followed across all project activities.
• Maintain and update comprehensive records of quality inspections, tests, non-conformances, and corrective actions.
• Prepare detailed quality reports for senior management, highlighting performance trends, areas of concern, and corrective actions taken.
• Ensure that quality-related issues are documented properly, and track resolutions in a timely manner.
• Monitor and track key quality metrics to evaluate project performance and identify opportunities for improvement.
• Identify, report, and manage non-conformances (NCs) and quality issues, ensuring corrective and preventive actions are implemented.
• Work closely with contractors and subcontractors to resolve quality issues and prevent recurrence.
• Collaborate with the project management team to ensure that any quality issues are quickly addressed to minimize delays and impacts on the project schedule.
• Work closely with project engineers, construction teams, and contractors to ensure quality standards are being met at every stage of the project.
• Provide guidance and support on quality-related issues, ensuring teams are informed of the latest quality requirements and standards.
• Conduct training sessions and workshops to promote quality awareness and best practices among team members and contractors.
• Lead and/or participate in regular quality audits to assess compliance with quality management procedures and identify opportunities for improvement.
• Conduct pre-construction, in-progress, and post-construction inspections to ensure adherence to contract documents, design specifications, and regulatory requirements.
• Coordinate external inspections and audits, working closely with independent auditors to ensure the project meets all quality standards.
• Identify potential quality risks and work with the project team to develop strategies for mitigating these risks.
• Drive continuous improvement initiatives within the project, utilizing quality control data to suggest process changes and enhance overall quality performance.
• Review lessons learned from previous projects and implement improvements in quality management practices.
• Ensure that all construction activities comply with international, national, and local quality standards, building codes, and regulations.
• Maintain up-to-date knowledge of industry best practices, new technologies, and quality standards to continuously improve the project’s quality practices.
• Assist in the preparation of quality-related documentation for regulatory approvals, inspections, and certifications.
• Oversee the quality management practices of suppliers and subcontractors, ensuring that materials, equipment, and services meet the required quality standards.
• Conduct regular reviews and inspections of materials and products to ensure compliance with specifications and drawings.
• Work with suppliers and subcontractors to address any quality-related issues and implement corrective actions.
  
  
  

What Required Skills You'll Bring;

• Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
• Minimum of 8-10 years of experience in quality assurance/quality control (QA/QC) within large-scale construction or infrastructure projects.
• At least 5 years in a leadership role managing quality management activities, preferably on airport or similar complex infrastructure projects.
• Extensive experience with international quality standards and regulations, including ISO 9001 and other relevant quality management certifications.
• Strong knowledge of quality management systems, construction practices, and relevant quality standards (ISO, ASTM, etc.).
• Proven experience in managing quality audits, inspections, and non-conformance resolution.
• Ability to interpret technical drawings, specifications, and contracts to ensure compliance with quality requirements.
• Strong leadership skills with the ability to mentor and guide teams to uphold quality standards.
• Excellent problem-solving skills, with the ability to identify root causes of quality issues and implement corrective actions.
• Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and quality management software (e.g., Procore, Aconex).
• ISO 9001 Lead Auditor, Six Sigma Green Belt/Black Belt, or similar certifications in quality management.
• Experience working on complex infrastructure projects, especially in aviation, transportation, or large-scale public works.
• Familiarity with local construction standards and codes specific to Saudi Arabia or the region.
• Strong communication skills, with the ability to present quality data and reports to senior management and project teams.
• Ability to prepare and deliver training on quality management best practices to various stakeholders.
• Ability to lead, motivate, and mentor a team of quality control professionals and subcontractors to deliver high-quality results.
• Strong interpersonal skills with the ability to interact with a variety of stakeholders, including engineers, contractors, and external auditors.
