Parsons is looking for an amazingly talented Senior Project Manager – Enabling, Diversions & Early Works to join our team! In this role you will get to oversee the enabling works, utility diversions, and early-stage construction activities for the airport development project.
This position requires strong leadership and coordination skills, with an emphasis on managing the early works phase of the project efficiently, on time, and within budget. The Senior Project Manager will ensure compliance with quality, safety, and environmental standards while effectively managing resources and mitigating risks.

Job Description
Parsons is looking for an amazingly talented Senior Project Manager – Enabling, Diversions & Early Works to join our team! In this role you will get to oversee the enabling works, utility diversions, and early-stage construction activities for the airport development project.
This position requires strong leadership and coordination skills, with an emphasis on managing the early works phase of the project efficiently, on time, and within budget. The Senior Project Manager will ensure compliance with quality, safety, and environmental standards while effectively managing resources and mitigating risks.
What You'll Be Doing;
- Lead the Enabling, Diversions, and Early Works package, ensuring all activities such as utility diversions, site preparation, and groundwork are executed as per the approved schedule and quality standards.
- Oversee the full delivery of enabling works, including the coordination of logistics and resources, from initiation through completion.
- Manage project timelines, ensuring that the enabling and diversion works are completed within the planned milestones, minimizing delays for the following construction phases.
- Ensure seamless coordination between the Enabling Works, Logistics, Bulk Earthworks, and other associated teams, aligning all efforts for smooth integration of early works into the overall project schedule.
- Manage interdependencies between teams and packages, ensuring that resources and tasks are optimized without conflicts.
- Facilitate collaboration between DP, PMC, CS, and other internal teams to ensure alignment of the project goals and deliverables.
- Identify potential risks related to enabling works, utility diversions, and early-stage construction activities.
- Proactively implement mitigation strategies to prevent project delays or cost overruns, ensuring that risks are managed effectively throughout the early works phase.
- Develop contingency plans for unforeseen challenges and ensure that issues are resolved promptly to maintain project progress.
- Oversee budget management for enabling, diversions, and early works activities, ensuring financial resources are allocated effectively.
- Monitor expenditures and ensure that all works are delivered within the allocated budget, reporting variances to senior management when necessary.
- Ensure that adequate resources, including labor, materials, and equipment, are provided to meet the demands of the works package.
- Ensure that all activities related to enabling works, diversions, and early works meet the required quality standards and regulatory requirements.
- Conduct regular inspections and audits to ensure compliance with safety, environmental, and project-specific standards.
- Provide leadership in maintaining high-quality standards across all aspects of enabling and diversion works.
- Enforce strict adherence to health, safety, and environmental standards during all enabling works activities.
- Monitor safety performance on-site, ensuring that the workforce is fully compliant with project safety protocols and best practices.
- Proactively address any environmental concerns, ensuring that works are executed while minimizing environmental impacts.
- Provide regular updates to senior management and stakeholders on the progress of enabling works, utility diversions, and early-stage activities.
- Ensure that all stakeholders are kept informed of any significant developments, issues, and challenges related to enabling works.
- Prepare progress reports, highlighting key achievements, milestones, and any necessary corrective actions.
- Bachelor’s degree in Civil Engineering, Construction Management, or a related field.
- Minimum of 12 years of experience in managing large-scale infrastructure projects, with 5+ years focused on enabling works, utility diversions, and early works.
- Proven track record of successfully managing early-stage construction works, including site preparation, utility relocation, and groundwork.
- Experience in coordinating with multiple teams to ensure the seamless integration of early works into the broader project.
- Strong leadership skills with the ability to manage, motivate, and coordinate diverse teams.
- Advanced project management skills, including the ability to manage budgets, schedules, and resources effectively.
- In-depth understanding of construction methodologies, particularly in the context of enabling works and utility diversions.
- Excellent communication skills, both verbal and written, with the ability to report to senior stakeholders and maintain alignment across teams.
- Proficiency in project management software (e.g., Primavera P6, MS Project, etc.).
- Strong technical background in enabling works and utility diversions, with knowledge of construction techniques and requirements for large-scale projects.
- Expertise in risk identification and mitigation strategies, particularly in the early works phases of major infrastructure projects.
- Proven ability to enforce safety and environmental compliance, ensuring that all works adhere to industry standards.
