Job Description:

Parsons is seeking a seasoned Senior Procurement Manager to lead the strategic sourcing and supply chain execution for our prestigious project in Tabuk, KSA. You will be responsible for the end-to-end procurement lifecycle of multi-billion dollar packages, ensuring that materials, equipment, and sub-contract services are secured from top-tier global vendors while adhering to NEOM’s rigorous sustainability and localized content mandates.

What You'll Be Doing:

• Strategic Sourcing: Develop and execute robust procurement strategies for massive infrastructure, high-tech systems, and modular components unique to the project.

• Contract Lifecycle Management: Lead the pre-qualification, tendering, evaluation, and award process for major works, ensuring 100% compliance with Parsons’ and NEOM’s governance standards.

• Global Supply Chain Resilience: Identify and mitigate global supply chain risks, ensuring a steady flow of long-lead items through strategic partnerships and advanced logistics planning.

• Commercial Negotiation: Lead high-stakes negotiations to achieve optimal value, cost certainty, and favorable commercial terms for the project.

• Stakeholder Leadership: Interface directly with NEOM leadership and executive project directors to report on procurement milestones, budget variances, and vendor performance.

What Required Skills You'll Bring:

• Experience: Minimum of 15 years in procurement and supply chain management for mega-projects ($5B+ USD value), preferably within the infrastructure..

• Education: Bachelor’s degree in Supply Chain Management, Business, or Engineering.

What Desired Skills You'll Bring:

• Regional Expertise: Extensive experience with KSA procurement laws and a deep network within the Middle Eastern and international supplier markets.

• Strategic Skillset: Mastery of FIDIC contracts, SAP/Oracle ERP systems, and digital procurement platforms.

• Leadership: A proven track record of managing large, diverse procurement teams in high-pressure, fast-tracked environments.
