Job Description:
As the Senior Procurement Manager for the Qiddiya mega-project, you will be a strategic leader responsible for developing, implementing, and governing the end-to-end procurement strategy for complex, multi-billion-dollar design and construction packages. Operating within a highly mature Project Management Office (PMO) environment, you will translate project delivery objectives into actionable sourcing strategies, ensuring optimal value, risk mitigation, and compliance across the entire supply chain.
This executive-level role demands a track record of successfully managing procurement for large-scale infrastructure, entertainment, or real estate programs in the Middle East, with a strong focus on strategic planning and governance.
Key Responsibilities
Strategic Sourcing & Procurement Leadership (Strategy Focus)
Develop Mega-Project Procurement Strategy: Formulate and execute a cohesive, long-term procurement and contracting strategy that is fully integrated with the overall program master schedule, budget, and engineering/design requirements.
Market Intelligence & Risk: Conduct deep market analysis and supply chain development, identifying strategic sourcing opportunities, geopolitical risks, and supply chain dependencies (Tiers 1-3).
Tendering & Negotiation: Lead complex, high-value tender processes (EOI, Prequalification, RFP, Award) and personally conduct high-stakes commercial and contractual negotiations with major international and local contractors/vendors.
Value Optimization: Drive significant cost savings and value through strategic sourcing, contract optimization, and rigorous price assessment, ensuring best value for money for the client.
PMO Integration and Governance (PMO Focus)
Policy & Governance: Lead the development, implementation, and continuous improvement of all PMO-level procurement policies, processes, procedures, and governance frameworks, ensuring compliance with client requirements, corporate ethics, and KSA regulations.
Cross-Functional Alignment: Collaborate directly with the Project Controls, Planning, Engineering, Commercial/Contracts, and Legal teams to ensure seamless alignment of procurement milestones, schedules, cost estimates, and technical specifications.
Contract Management Oversight: Provide expert direction for contract finalization, ensuring the adoption of approved terms, and providing technical support for the review and commercial management of change orders, claims, and time impact analyses.
Performance Reporting: Establish key performance indicators (KPIs) for the procurement function. Prepare and present high-level, data-driven reports and performance dashboards to Senior Management and the Client on procurement status, savings, risk exposure, and market trends.
Experience & Qualifications
Experience: Minimum 20+ years of progressive, strategic procurement and supply chain management experience, with at least 10 years in a senior leadership or managerial capacity on mega-projects (>$1 Billion USD) in the infrastructure, construction, or engineering sectors.
PMO Expertise: Proven experience operating within a highly structured Project Management Office (PMO) or Program Management Consultant (PMC) environment.
Regional Experience: Extensive and demonstrated experience managing large-scale procurement and supply chain operations in the Kingdom of Saudi Arabia (KSA) , with familiarity with local regulatory requirements and Vision 2030 goals.
Education: Bachelor’s degree in Business Administration, Engineering, Supply Chain Management, or a related field. A Master’s degree (MBA/MS) or professional certifications (e.g., CIPS, CPSM, PMP ) is highly desirable.
Technical Acumen: Expert proficiency with modern enterprise-level procurement and contract management systems (e.g., SAP Ariba, Oracle, Prism).
Leadership: Exceptional leadership, negotiation, commercial, and stakeholder management skills with a proven ability to lead and mentor large, multi-cultural procurement teams.
