Objective / Purpose
The Quantity Surveyor will provide commercial and contractual expertise to support the administration of Delivery Partner, PMC, and SME contracts managed within the Strategic Delivery Unit. This role focuses on cost control, contract compliance, claims analysis, and commercial reporting for SDU-managed contracts, while also supporting Business Units by sharing expertise, benchmarks, and best practices. The position is critical to ensuring transparency, consistency, and value-for-money outcomes across Qiddiya's delivery ecosystem.
Technical Responsibilities
The Quantity Surveyor will provide commercial and contractual expertise to support the administration of Delivery Partner, PMC, and SME contracts managed within the Strategic Delivery Unit. This role focuses on cost control, contract compliance, claims analysis, and commercial reporting for SDU-managed contracts, while also supporting Business Units by sharing expertise, benchmarks, and best practices. The position is critical to ensuring transparency, consistency, and value-for-money outcomes across Qiddiya's delivery ecosystem.
Technical Responsibilities
- Administer the commercial aspects of Delivery Partner, PMC, and SME contracts in line with Qiddiya's governance framework
- Review, assess, and support resolution of claims (including EOT and cost claims) raised under SDU-managed contracts
- Prepare cost reports, forecasts, and commercial dashboards for Delivery Partnerships reporting
- Support the Commercial Director in validating cost data and consolidating reports for executive-level visibility
- Conduct benchmarking of cost and contract data across Business Units to highlight variances and best practices
- Ensure contract compliance and proper documentation throughout the lifecycle of SDU-managed agreements
- Provide specialist QS expertise to Business Units when requested, without assuming ownership of their contractor administration
- Assist in standardizing commercial templates, processes, and reporting tools across Delivery Partners and PMCs
- Liaise with Central Procurement to ensure commercial terms of SDU contracts align with corporate policies
- Contribute to risk assessments and mitigation measures related to contract administration
- Capture and share lessons learned from contract administration, ensuring continuous improvement
- Mentor junior QS staff or analysts within the SDU to strengthen in-house commercial capability
- Commercial Director - Administration & Reporting (SDU) - Direct reporting line and alignment on commercial outputs (weekly/bi-weekly)
- SDU - Delivery Partnerships Lead - Indirect reporting for portfolio-level commercial insights (monthly/quarterly)
- Business Units (Sports, Entertainment, Hospitality, Retail, etc.) - Provide expertise and benchmarking support in claims and contract practices (as required)
- Central Procurement - Coordination on contract compliance and policy alignment (bi-weekly)
- Finance, Risk & Legal Teams - Support on budget impacts, risk identification, and dispute resolution (monthly/as required)
- Delivery Partners (Mace, Parsons, Jasara, etc.) - Contract administration, cost reporting, and claim resolution (weekly/monthly)
- PMCs & SMEs - Oversight of cost and claim compliance (as required)
- Claims Consultants / Auditors - External validation on complex claims or disputes (as required)
- Industry Bodies (e.g., RICS) - Engagement for best practice and benchmarking (annual)
- Degree: Bachelor's in Quantity Surveying, Commercial Management, or related field
- Experience: 10-15 years in commercial management and contract administration, ideally with exposure to Delivery Partners/PMCs on large-scale projects
- Licenses / Certifications:
- MRICS/FRICS (Royal Institution of Chartered Surveyors) highly desirable
- PMP or equivalent project management certification advantageous
- Skills: Strong cost management and contract administration skills; experience with claims assessment; ability to synthesize data into reports for executive audiences; collaborative approach to sharing best practices across BUs
